ఢిల్లీ: ఏపీ పునర్విభజన చట్టం-సవరణలపై లోక్‌సభలో ప్రైవేట్ బిల్లును టీడీపీ ఎంపీ గల్లా జయదేవ్ ప్రవేశపెట్టారు. కేంద్రం ప్రత్యేక హోదాకు బదులు ప్రత్యేక ప్యాకేజీ ప్రకటించిందని, ప్యాకేజీ పదేళ్ల పాటు అమలయ్యేలా చట్టబద్దత కల్పించాలని ఆయన అన్నారు. కేంద్ర సహాయ ప్రాజెక్టులకు పదేళ్లపాటు కేంద్రమే నిధులు ఇవ్వాలన్నారు. ఏపీకి వచ్చే పెట్టుబడులకు పన్ను మినహాయింపు ఇవ్వాలని ఈ సందర్భంగా గల్లా జయదేవ్ చెప్పారు. విశాఖలో రైల్వే జోన్ ఏర్పాటు చేయాలన్నారు.

  • A money bill can be introduced / originated only in Lok Sabha {or in legislative assembly in case of bicameral legislature in states}.
  • A money bill can be introduced only on prior recommendations of the President {or governor in case of state}
  • A money bill can be a government bill only. No private bill can be a money bill.
  • Once a money bill is passed in Lok Sabha, it is transmitted to Rajya Sabha for its consideration. But Rajya Sabha has limited powers in this context. It can neither reject nor amend the money bill. It can make only recommendations and has to return the bill with or without recommendations to Lok Sabha in 14 days.
  • The Lok Sabha may or may not accept the recommendations of Rajya Sabha. Whether or not accepted those recommendations, thus returned bill is considered passed in both houses. If Rajya Sabha does not even return the bill in 14 days, it is considered passed in both houses.
  • President can withhold assent to money bill but cannot return it for reconsideration of the Lok Sabha.
  • There is no question of joint sitting in case of money bills because opinion of Rajya Sabha is immaterial in their case.

Such a sad thing we have to now beg center like this. For 60 years AP was part of India - sang jana gana mana every day - carried out faithfully every govt plan with more efficiency than india's average - bought bill gates to india and did its bit to usher in tech revolution. Despite all this, despite ap assembly passing a resolution pleading not to divide the state, delhi closed the doors and passed the bills.  And the treachery of Indian parliament did not end there. No less than a PM promise special status on the floor of parliament (not some campagin slogan) was not honored. Who will take this country seriously ?

I agree bro. But there is  really nothing extreme in getting disgusted with government of  India or parliament of India. They deserve to be disgusted. However our people are easily manipulated with patriotism, casteism, hinduism. I am trying to expose but facing a wall of bhakths and their sentimental attachements which is preventing them from getting the required anger and passion. Atleast now our people should reflect on our plight and sharpen ourself. we cant rely solely on leadership of CBN.
