If India would have voted for Israel/US, it would have led to protests from Muslims (in India) which Modi wouldn't risk an year before the election. Gulf countries do a lot more to india - they sell oil reliably- they gave millions of jobs to indians - send huge remittances. Their friendship is much more important to us.
