swarnandhra Posted December 11, 2017 Share Posted December 11, 2017 కేంద్రం ఇళ్లు అంతంతమాత్రమే11-12-2017 03:12:51 పెద్ద రాష్ర్టాల్లో మనకే తక్కువ గ్రామీణ ఇళ్ల కేటాయింపుల్లో 14వ స్థానం బిహార్, యూపీ, బెంగాల్కు భారీ కేటాయింపులు ఛత్తీస్గఢ్, ఒడిసా కన్నా వెనుకే అమరావతి, డిసెంబరు 10(ఆంధ్రజ్యోతి): ఆంధ్రప్రదేశ్కు అన్ని విధాలుగా సమన్యాయం చేస్తున్నామని చెప్పుకొస్తున్న కేంద్రం... పక్కా ఇళ్ల కేటాయింపుల్లో మాత్రం చిన్నచూపు చూస్తోంది. గ్రామీణ పేదల పక్కా ఇళ్ల కేటాయింపుల్లో ఏపీకి స్వల్ప కేటాయింపులతో సరిపెడుతోంది. మరోవైపు సాటి తెలుగు రాష్ట్రమైన తెలంగాణపైనా కేంద్రం ఇదే వివక్ష చూపుతోంది. మోదీ నేతృత్వంలోని ఎన్డీయే ప్రభుత్వం వచ్చాక అప్పటివరకూ ఉన్న ఇందిరా ఆవాస్ యోజన పథకాన్ని ప్రధానమంత్రి ఆవాస్ యోజనగా(పీఎంఏవై)గా మార్చింది. దానిని పట్టణ, గ్రామీణ ప్రాంతాలకు వేర్వేరుగా విభజించి కేటాయింపులు చేస్తున్నారు. 2016-17, 2017-18 ఆర్థిక సంవత్సరాలకు పీఎంఏవై-గ్రామీణ్ కింద ఏపీలోని గ్రామీణ పేదలకు కేవలం 1,23,112 ఇళ్లు కేటాయించారు. తెలంగాణకు మరీ స్వల్పంగా 70,674 ఇళ్లతో సరిపెట్టారు. కాగా బిహార్కు మాత్రం ఏకంగా 11,76,617 ఇళ్లు కేటాయించారు. ఆ తర్వాత యూపీకి 9,71,852 ఇళ్లు, మధ్యప్రదేశ్కు 8,37,679 ఇళ్లు, పశ్చిమబెంగాల్కు 8,11,141 ఇళ్లు కేటాయించారు. ఇవన్నీ ఏపీకి కంటే పెద్ద రాష్ర్టాలు అని భావించినా... మనకంటే చిన్న రాష్ర్టాలైన ఛత్తీస్ గఢ్కు 4,39,275 ఇళ్లు, ఒడిసాకు 7,36,600 ఇళ్లు కేటాయించడం గమనార్హం. చివరికి ఈశాన్య రాష్ట్రమైన అసోంకు కూడా ఏపీ కంటే ఎక్కువ కేటాయించడం విశేషం. రాష్ట్ర విభజనతో ఆర్థికంగా చితికిపోయిన ఏపీని అన్ని విధాలా ఆదుకుంటామని పదేపదే చెప్తున్న కేంద్రం... పక్కా ఇళ్ల విషయంలో ఆ మేరకు కేటాయింపులు లేకపోవడం విశేషం. ఏపీ కంటే చాలా చిన్న రాష్ర్టాలకు కూడా రెండేసి లక్షల చొప్పున ఇళ్లు కేటాయించి, రాష్ర్టానికి రెండేళ్లలో కనీసం రెండు లక్షల ఇళ్లు కూడా ఇవ్వకపోవడం పట్ల ఏపీ గృహనిర్మాణశాఖ ఆశ్చర్యం వ్యక్తం చేస్తోంది. ఎస్ఈసీసీ డేటా అడ్డంకి పీఎంఏవై ఇళ్లను 2011లో నిర్వహించిన సామాజిక, ఆర్థిక జనగణన ఆధారంగా కేటాయిస్తున్నారు. దాని ప్రకారం రాష్ట్రంలోని ఇళ్లు లేని పేదలు కేవలం 5,85,808 కుటుంబాలు మాత్రమేనని తేల్చారు. కానీ ఇటీవల రాష్ట్ర ప్రభుత్వం సర్వే చేసి 20.99 లక్షల మంది అర్హులు ఉన్నట్లు గుర్తించింది. అయితే ఎస్ఈసీసీ డేటా ప్రకారం అయినా ఎక్కువ ఇళ్లు కేటాయించాలని అడుగుతున్నా కేంద్రం స్పందించడం లేదు. దీంతో తమ సర్వేను పరిగణనలోకి తీసుకుని, ఆ మేరకు ఇళ్లు కేటాయించాలని తాజాగా రాష్ట్ర ప్రభుత్వం అసెంబ్లీలో తీర్మానం చేసింది. ఈ విషయంపై ఇప్పటికే కేంద్రానికి పలుమార్లు విజ్ఞప్తిచేసినా పట్టించుకోలేదు. మొదట్లోనే స్పందించి ఉంటే ఈ రెండేళ్లలోనే మరిన్ని ఇళ్లు వచ్చేవని అధికారులు అభిప్రాయపడుతున్నారు. దాదాపు 5కోట్ల జనాభా ఉన్న రాష్ట్రంలో ఇంత తక్కువ మంది అర్హులు ఎలా ఉంటారన్న కోణంలో కేంద్రం ఆలోచన చేయలేదని ప్రభుత్వ వర్గాలు అంటున్నాయి. పోనీ... కేటాయింపుల్లో అర్హులుగా తేలిన వారు ఏదైనా కారణంతో ఇల్లు నిర్మించుకునేందుకు ముందుకురాకపోతే... ఇల్లు కావాల్సిన ఇతరులకు ఆ అవకాశమిచ్చేందుకు కూడా కేంద్రం ఒప్పుకోవడం లేదు. గత ప్రభుత్వ తప్పిదమే కారణం కాంగ్రెస్ ప్రభుత్వం ఉన్నప్పుడు జనగణన జరిగింది. అప్పట్లో గ్రామీణాభివృద్ధి శాఖ ద్వారా జనగణన చేయించిన ప్రభుత్వం... ఆ తర్వాత దాన్ని డిజిటలైజేషన్ చేసే బాధ్యతను ఓ ప్రైవేటు సంస్థకు అప్పగించింది. ఆ సంస్థ డిజిటలైజేషన్ విషయంలో పూర్తి నిర్లక్ష్యంగా వ్యవహరించడంతో రాష్ట్రంలో తక్కువ మందే ఇళ్లు లేని పేదలు ఉన్నట్లుగా గణాంకాలు రూపొందాయి. వారు చేసిన నిర్వాకం వల్ల కేవలం 5.85లక్షల మందే ఇళ్లకు అర్హులుగా తేలారు. కాగా బీహార్లో 65లక్షలు, యూపీలో 48లక్షలు, పశ్చిమబెంగాల్లో 47లక్షలు, మధ్యప్రదేశ్లో 47లక్షలు, ఒడిసాలో 41లక్షలు, రాజస్థాన్లో 27లక్షలు చొప్పున భారీ గణాంకాలు అధికారికంగా నమోదయ్యాయి. ఉమ్మడి ఏపీలో చేసిన తప్పిదం వల్ల ఇప్పుడు ఏపీతో పాటు తెలంగాణ కూడా ఇబ్బందిపడుతోంది. తెలంగాణలో కేవలం 2,86,359 మంది మాత్రమే ఉన్నారని గణాంకాలు తేల్చారు.
