Will The Blockchain Boom Redefine India's Role In The Tech Industry?

India has a reputation for producing the world’s best technology experts, many of whom flock to global tech epicenters like California. But a few years from now, could a coastal region in southern India become the next Silicon Valley?

The global tech industry is undergoing a transformation. U.S. President Donald Trump’s outlook on foreign workers is disrupting Silicon Valley norms. A study by the Economic Policy Institute found the majority of H-1B workers "are employed in occupations related to computers and information technology,” with most of these tech workers hailing from India. CNBC reported Indian workers make up about 70 percent of foreign-born tech experts in the U.S., citing Goldman Sachs’ estimates in 2015. Recent rumors of massive offshoring layoffs in India gave the community a new imperative, which Quartz called a “re-skill or perish” mantra. But Indian Prime Minister Narendra Modi has a plan.\

 

India is now investing in a domestic blockchain ecosystem, including academic training programs, initiatives at the Indian Central Bank and public support for startup accelerators. “From the government’s perspective, there’s a huge push for a startup ecosystem,” NT Arunkumar, CEO of Fintech Valley in the Indian state of Andhra Pradesh, told the International Business Times. ”There’s a concentrated effort to make a fintech valley in Andhra Pradesh.”

Last year, India started a nationwide push to make digital banking more accessible and encourage unbanked citizens to join Indian financial institutions. It started with demonetization, which made most of the old rupee notes worthless and forced citizens to trade them for new currency at official banks. Quartz reported the push created 9.1 million new taxpayers, reducing India’s stockpile of unaccounted wealth. Now the government is experimenting with blockchain technology as it looks to streamline expansive financial infrastructure.

“With blockchain, how does this open up financial inclusion to so many citizens that are unbanked?” Arunkumar asked. “We want to accelerate financial inclusion. We can’t do that unless we are all working on one platform.”

There are now dozens of new blockchain firms sprouting up across India. Mumbai hosted India’s first international blockchain hackathon in May and there already are plans to host a bigger fintech event in October, a Blockchain Summit sponsored by the government of Andhra Pradesh. “This is initiated by the government, but we want private sector participation,” Arunkumar said. So authorities are working with Visa to make Visakhapatnam, the financial capital of Andhra Pradesh, into the region’s first “less cash” city.

Meanwhile, Chief Minister Nara Chandrababu Naidu tweeted in February that Yes Bank, one of the first Indian banks to implement blockchain technology, is keen on setting up a fintech park in the new state capital Amaravati. Indian fintech influencers aren't the only companies eyeing the prospects.

“India is a very interesting market for us because there is this huge, massive amount of mobile money enablement going on right now,” Stefan Thomas, chief technology officer at the fintech company Ripple Inc., told IBT. “There’s interesting infrastructure in India, with the identity system that they have, where identities are actually tied to bank accounts.”

India, with its $2 trillion economy including over a billion people, is also one of the world’s top remittance recipients. The World Bank reported ex-pat Indian workers sent $62.7 billion home to India in 2016. That’s why Ripple’s blockchain-inspired fintech solutions was a perfect fit for Indian banks like Yes Bank and Axis Bank. “We don’t want to stop there,” Thomas said. “We will expand in India.” On the cryptocurrency front, Ripple has an additional partnership with the Hyderabad-based digital currency exchange BTCXIndia.

Arunkumar said government efforts are also looking into blockchain land registries and smart contracts, as well as blockchain solutions for government transparency and biometric ID cards. That blockchain biometric system, called Aadhaar, uses the basic concept of blockchain ledgers with identity keys to make ID cards that are almost impervious to fraud.

Aadhaar, which is already enrolling citizens across India, assigns each person a unique 12-digit number. The number is stored in a central database along with biometrics like iris scans and fingerprints. If an Indian resident wants to open a bank account, for example, he presents the ID card and has his iris scanned. The Harvard Business Review said this program is “by far the largest and most comprehensive adoption of biometrics technology by any government in the world.”

Eric Piscini, head of global blockchain financial services at the consultancy firm Deloitte, told IBT his company has a team of blockchain developers in India and sees the Indian market as ripe for fintech expansion. Working in a developing nation offers the advantage of installing the newest technology and watching regulation mature along with the industry, rather than trying to reform established infrastructure. “Especially in India, the letter of credit market is very paper-based,” he explained. “Let’s make sure every participant is receiving value from being on the blockchain.”

A recent Deloitte study claimed Asia has quietly become the center of global economic growth through tech innovation. India has a layered approach for rising to the top: attracting international power players and building up local talent. Modi’s Digital India plan aims to overhaul the country completely by 2020. Although there have certainly been missteps, demonetization sparked demonstrations and riots across the country, the digitization efforts are quickly yielding results.

Mastercard announced earlier this year expanding digital payment options in India was one of the company’s top priorities. According to the Economic Times, government initiative to support local startup hubs recently gave India the third highest number of startup incubators and accelerators in the world. And fintech is the beating heart of India's tech revolution. Just this week the Indian mobile payment startup Paytm attracted a $1.4 billion investment from Japan's SoftBank Corp.

“We want to be home to the best blockchain, fintech companies,” Arunkumar said. “In two to five years, we see ourselves being the global hub of fintech.”

Andhra Pradesh (AP) chief minister N Chandrababu Naidu is heading the Chief Ministers Committee on Digital Payments to boost digital payments in the country. Parallelly, Andhra Pradesh is witnessing an explosion of fintech companies. While the committee is identifying global best practices for ushering in a digital economy, it is also evolving an action plan for creating an ecosystem for grooming fintech companies. The state government recently established Fintech Valley in Vizag which has become the hub for start-ups and innovators, with KPMG as the knowledge partner.

Naidu’s vision is to create five lakh jobs in AP by 2020 through technology-enabled services. The Fintech Valley—which is the first of its kind in the country—focuses on converging finance and technology by enabling market access, world-class infrastructure, funding, human capital and innovation. With 50 million potential fintech users in AP, the government is enabling market entry through PSUs, banks and financial institutions and promoting self-help platforms with fintech solutions.

Besides, the state is also in the process of setting up a ‘fintech incubator fund’ with a corpus of Rs 100 crore, becoming the anchor investor for Fintech Valley. The state government is in talks with bankers, financial institutions and fund managers for pooling in another Rs 400 crore for kick-starting an ecosystem for fintech startups. It is also in the process of identifying a fund manager to manage the ‘fund of funds’ having a total corpus of about Rs 500 crore which is expected to be operational in the next six months.

Says JA Chowdary, special chief secretary and IT advisor to Naidu, “Indian IT 1.0 is facing difficulties. The next flight towards IT 2.0 will be backed by fintech. The tectonic shifts this will cause is captured by the expression ‘fintectonics’. It is a fintech culture we are creating here—a culture of doing something for the betterment of the common man, a culture of creating an ecosystem by getting the right industry linkages and finding the right formula for the critical manpower.”

Chowdary explains that the Fintech Valley will house a number of tech-centric companies which are into innovation in fintech areas. “The Fintech Valley will act as a facilitator for information flow—a playground for innovators to disrupt traditional processes with new, more efficient, economically beneficial technologies that will change the way India does business,” he adds.

To set up a platform for financial and technological inclusion, the AP government is providing free infrastructure for six months, free high speed internet connectivity and preferential market access to facilitate proof of concept (PoCs) of start-ups. The funds of funds strategy will also be implemented soon. “We have started with one lakh square feet (sqft) Fintech Tower and Paytm is the anchor client developing newer fintech innovative products. By next year, we are readying three lakh sqft space which will be housing three categories of fintech startups —cyber security, financial technologies and blockchain technologies,” he adds.

About 10 partnership agreements have been signed between the AP government and private organisations which include Lattice 80, Pearson, Anthill Ventures, HackerEarth, F6S, Forum Synergies, Hyderabad Angels, Zone Startups, Paradigm IT and Trade Land Finance Tech Consortium (TLF).

A Nasscom-KPMG report said the fintech market soared $1.2 billion in 2016 and is projected to hit $2.4 billion by 2020 in India. “There is a need for an enterprise exchange similar to an employment exchange which will connect the entire ecosystem designed for developing Fintech Valley,” says Utkarsh Palnitkar, partner and head, infrastructure, government and healthcare, KPMG.

But the member that perhaps stands out most in this latest batch of companies is the government of the rapidly growing Andhra Pradesh state in India, the first state government outside the US to join the alliance.

 

The special chief secretary and IT advisor to the state's chief minister, J.A. Chowdary, described in a statement the government's ambition to leverage the membership as a way to turn the region into a financial technology tech hub.

జవాబు: సర్వర్లు, కంప్యూటర్లు, మొబైల్‌ ఫోన్లలో భద్రపరిచిన సమాచారానికి రక్షణ కల్పించే వ్యవస్థే బ్లాక్‌ చెయిన్‌ టెక్నాలజీ. సైబర్‌ దాడులు జరిగినా డాటా పోకుండా, కరప్ట్‌ కాకుండా ఈ టెక్నాలజీ కాపాడుతుంది. డాటాలో మార్పులు, చేర్పులు జరగకుండా అడ్టుకుంటుంది. కేంద్ర-రాష్ట్ర ప్రభుత్వాలు ఆధార్‌ అనుసంధానమని, వివిధ సర్వేల పేరుతో ప్రజల వ్యక్తిగత సమాచారం పూర్తిస్థాయిలో సేకరించి పెట్టుకుంటున్నాయి. ఈ సమాచారం ఇతరుల చేతికి వెళితే మా పరిస్థితి ఏమిటంటూ ప్రశ్నించే వారి సంఖ్య ఇటీవల పెరుగుతోంది. వాటన్నింటికీ సమాధానమే ఈ బ్లాక్‌చెయిన్‌ టెక్నాలజీ.

దేశంలో ఎక్కడెక్కడ ఉపయోగిస్తున్నారు?

ఆంధ్రప్రదేశ్‌ రాష్ట్ర ప్రభుత్వమే తొలి సారిగా భారతదేశానికి ఈ బ్లాక్‌చెయిన్‌ టెక్నాలజీని తీసుకొచ్చింది. జపాన్‌లో అభివృద్ధి చేసిన ఈ టెక్నాలజీని అమెరికా విస్తృతంగా ఉపయోగిస్తోంది. దుబాయ్‌లో ప్రతి సంస్థ ఈ టెక్నాలజీని వినియోగించుకుంటోంది.

 

రాష్ట్రం ప్రభుత్వం ఎలా ఉపయోగించుకుంటోంది?

రెవెన్యూ, రవాణా శాఖల్లో పైలట్‌ ప్రాజెక్ట్‌గా నాలుగు అంశాల్లో దీనిని ఉపయోగిస్తున్నారు. భూ వివరాలు నమోదుచేసే రికార్డులకు, యాజమాన్య హక్కులు నిర్ధారిస్తూ ఇచ్చే టైటిల్‌ డీడ్‌ పుస్తకాలకు రెవెన్యూ శాఖలో ఈ టెక్నాలజీని వాడుతున్నారు. అంటే ఆ రికార్డులను ఇకపై ట్యాంపరింగ్‌ చేయడం కుదరదు. పూర్తి భద్రత లభిస్తుంది. అదేవిధంగా రవాణా శాఖలో డ్రైవింగ్‌ లైసెన్స్‌ల జారీ రికార్డులకు, వాహనాల రిజిస్ట్రేషన్‌ రికార్డులకు దీనిని ఉపయోగిస్తున్నారు. వీటి ఫలితాలను చూసి కేంద్ర ప్రభుత్వం కూడా ముందుకువచ్చి ఈ టెక్నాలజీని పోర్టులు, లాజిస్టిక్స్‌ రంగంలో ప్రయోగాత్మకంగా ఉపయోగిస్తామని ఆసక్తి వ్యక్తం చేస్తోంది.

 

రాష్ట్రంలో ఎవరైనా ముందుకు వచ్చారా?

ఈ టెక్నాలజీ గురించి తెలుసుకున్న వెంటనే భాగస్వామ్యం కల్పించాలంటూ ఐసిఐసిఐ, హెచ్‌డిఎ్‌ఫసి, టాటా క్యాపిటల్‌ వంటి 20 కంపెనీలు ముందుకు వచ్చాయి. వారి డాటాకు రక్షణ కల్పించాలని కోరుతున్నాయి. ఒక్కొక్కరికి ఒక్కో రకమైన సమస్యలు ఉన్నాయి. వీటికి ఈ నెల 9-10 తేదీల్లో జరిగే సదస్సులో ఇతర దేశాల నుంచి వచ్చే స్టార్ట్‌పలు పరిష్కారాలు చూపిస్తాయి.

టెక్నాలజీ వినియోగంలో చంద్రబాబు ముందుంటారని మాస్టర్‌కార్డ్‌ సంస్థ ప్రెసిడెంట్‌, సీఈవో అజయ్‌ బంగా కితాబునిచ్చారు. టెక్నాలజీని పూర్తిగా అర్థం చేసుకుంటారని, దాని ద్వారా పాలనలో పారదర్శకతను తీసుకురావడానికి కృషి చేస్తారని అన్నారు. తాము ముఖ్యంగా రైతులకు అవసరమైన సాంకేతికతను అభివృద్ధి చేస్తామని, పంటను అమ్మడానికి, కొనడానికి ఒకే ప్లాట్‌ఫామ్‌ తయారు చేస్తామని తెలిపారు. తద్వారా రైతులకు ఆదాయం పెరుగుతుందన్నారు. ప్రతి యేటా మాస్టర్‌ కార్డు సదస్సును విశాఖ ఫిన్‌టెక్‌ వ్యాలీలో నిర్వహిస్తామని అజయ్‌ బంగా తెలిపారు. రానున్న ఐదేళ్లలో భారత్‌లో 750 నుంచి 800 మిలియన్‌ డాలర్ల పెట్టుబడి పెట్టాలని నిర్ణయించామని సంస్థ వైస్‌ ప్రెసిడెంట్‌ రవి అరోరా వెల్లడించారు.
 
ప్రస్తుతం తమ సంస్థలో 15 వేల మంది ఉద్యోగులు పనిచేస్తున్నారని, రాబోయే రోజుల్లో మరిన్ని ఉద్యోగాలు సృష్టించడానికి ప్రయత్నం చేస్తున్నామన్నారు. ఆఫ్రికా దేశాల్లో వ్యవసాయోత్పత్తుల విక్రయాలకు మాస్టర్‌ కార్డులను వినియోగిస్తున్నారు. ఇదే తరహా ఆర్థిక లావాదేవీలను ఏపీలోనూ అమలు చేసేందుకు మాస్టర్‌కార్డు సంస్థ అంగీకరించింది. సాంకేతిక పరిజ్ఞానాన్ని రైతులకు ఉపయోగపడేలా చేయగలిగితే వ్యవసాయాన్ని లాభసాటిగా తీర్చిదిద్దవచ్చన్నది రాష్ట్ర ప్రభుత్వం ఆలోచన. దానికి అనుగుణంగా రైతులు పండించే పంటలకు గిట్టుబాటు ధర లభించేలా చూసేందుకు మాస్టర్‌ కార్డు కృషి చేస్తుంది. మార్కెట్లలో నేరుగా రైతులు తమ ఉత్పత్తులను విక్రయించుకునేలా సాంకేతికతను అభివృద్ధి చేస్తుంది. అగ్రి బిజినెస్‌, ఆగ్రో ప్రాసెసింగ్‌లో 2029 నాటికి దేశంలో అగ్రగామిగా ఉండాలని రాష్ట్ర ప్రభుత్వం లక్ష్యాన్ని నిర్దేశించుకుంది. దానికి అవసరమైన సాంకేతిక సహకారాన్ని మాస్టర్‌ కార్డు అందిస్తుంది.
 
ఒప్పందంలోని ముఖ్యాంశాలు
  • రైతులు తమ పంటలను దళారుల బెడద లేకుండా మార్కెట్‌లో నేరుగా విక్రయించుకునేందుకు వీలుగా మాస్టర్‌ కార్డు సంస్థ ఓ మొబైల్‌ యాప్‌ను రూపొందించనుంది.
  • ఆన్‌లైన్‌ సేవలు పొందే సమయంలో ప్రజల గుర్తింపు, గోప్యత వంటివాటికి భంగం కలుగకుండా లావాదేవీల్లో మోసం జరగకుండా చూడాలని ఏపీ సైబర్‌ సెక్యూరిటీ పాలసీ పేర్కొంటోంది. రాష్ట్రంలో సైబర్‌ సెక్యూరిటీని మరింత పటిష్టం చేసేందుకు మాస్టర్‌ కార్డు కృషి చేస్తుంది. దీని కోసం ప్రత్యేకంగా రాష్ట్ర అవసరాలకు ఉపయోగపడేలా కొత్త టెక్నాలజీని రూపొందిస్తుంది.
  • హైదరాబాద్‌, బెంగళూరు, చెన్నై వంటి నగరాల వల్ల ఆయా రాష్ట్రాలు ఆర్థికంగా వృద్ధి చెందుతున్నాయి. అందుకే నవ్యాంధ్రలోనూ నగరీకరణకు పెద్దపీట వేయాలని ప్రభుత్వం భావిస్తోంది. అందులో భాగంగా కేంద్రం ప్రకటించిన స్మార్ట్‌ సిటీలే కాకుండా అభివృద్ధికి అవకాశం ఉన్న 14 పట్టణాలను గుర్తించింది. వీటిని నగదురహితంగా తీర్చిదిద్దడంతోపాటు నగర భద్రతకు సాంకేతికతను మాస్టర్‌ కార్డు అందిస్తుంది.
  • డిజిటల్‌ టెక్నాలజీలో రాష్ట్ర యువత నైపుణ్యాలను అభివృద్ధి చేయడంలో మాస్టర్‌ కార్డు సహకరిస్తుంది. సైబర్‌ సెక్యూరిటీ, డిజిటల్‌ అడాప్షన్‌, ఫైనాన్షియల్‌ ఇంక్లూజన్‌ను అందించడంతోపాటు సంస్థకు ఉన్న ల్యాబ్‌లు, గ్లోబల్‌ టెక్నాలజీ హబ్‌లను ఏపీ విద్యార్థులకు అందుబాటులో ఉంచుతుంది.

Blockchain business conference in Vizag from Monday

Experts from around the world will be attending the blockchain business conference, beginning in this Andhra Pradesh coastal city on Monday.

Regional and international experts, startups, corporates, leading FSI executives, regulators, entrepreneurs, policy makers and academics will explore blockchain technologies, its applications and how it will impact the financial services industry.

 

The two-day event, being organised by Fintech Valley Vizag, will connect the government Modies, emerging startups and corporates working on blockchain technologies to create business and investment opportunities.

The conference will also feature discussions covering international and regional case-studies, and global best practices in blockchain technology implementations which will be shared among the delegates, said the organisers.

Andhra Pradesh Chief Minister N. Chandrababu Naidu will inaugurate the conference, which will also have sessions on blockchain in banking, insurance and capital markets.

The prominent speakers will include American Blockchain Council President Jack Shaw, Special Secretary for Cyber Security at the Prime Minister's Office Gulshan Rai, Dubai Silicon Oasis Authority Director Hans Christensen, Monetary Authority of Singapore's Chief Fintech Officer Sopnendu Mohanty and National Stock Exchange's Chief Technology officer Shankerson Banerjee.

As a pre-cursor to the conference, Fintech Valley Vizag in collaboration with TiE Global on Sunday conducted Fintech Valley - TiE Global Summit Golf Tournament 2017.

As many as 40 CEOs from companies all over the world and 40 members of the East Point Golf Club participated in the tournament, which brought the top CEOs together to promote Vizag as a destination for the CEOs and create opportunities for investments in the region.

According to the organisers, the networking session helped explore opportunities for Fintech Valley Vizag and promote the blockchain business conference.

Eastern Naval Command chief Vice Admiral H.C.S. Bisht inaugurated the tournament.

T.S.N. Murthy, Senior VP Systems Engg at CG CorEl-Coreel Technologies, was declared the overall winner. Lt. Col. Mathew Thomas emerged as the gold winner while K.S.R.K. Raju, Secretary, CREDAI won silver.

Noel Treasure, Director, Vizag Chamber of Commerce and Industry was adjudged as gold division runner up while Sachin Tummala, Managing Director, Corpus Investment Group was the silver division runner up.

N. Appa Rao of Coronmandel Fertilizers won the prize for the longest drive while Karanbir Singh of HSBC bagged the prize for closest pin.

J. A. Chowdary, the Special Chief Secretary and IT advisor to Andhra Pradesh Chief Minister said the event was conducted not only to bring the CEOs together in Vizag but also to show the aesthetic side of the city for them to commit long term investments.

Visakhapatnam District Collector Pravin Kumar hoped that the event would definitely showcase the hidden potential of tourism in this region while creating job opportunities.

Fintech Valley in Vizag is a self-sustainable global Fintech ecosystem that focuses on converging finance and technology, to create world-class infrastructure, entrepreneurship and innovation in Andhra Pradesh.

The initiative hopes to promote business and infrastructure in the state by attracting investors and multinational corporations to set up bases.
