Taking Telangana Back to Feudalism

 

Like the Nizam’s rule in Hyderabad under the British Raj, K. Chandrasekhar Rao is trying to woo the BJP in hopes that he will be able to lord it over Telangana as long as he promises suzerainty.

Hyderabad: A huge number of temples across Telangana are run by the state government and this includes the Shreerama Temple at Bhadrachalam. On Ram Navami, which was earlier this week, the usual practice is for the chief minister – even when the state was a part of Andhra Pradesh – to visit the temple and present new clothes to the deity. But this time, chief minister K. Chandrasekhar Rao (KCR) gave it a miss, leaving it to his teenage school going grandson to stand in for him – presenting the pattu vastralu to the deity – and causing much consternation in the process.

Government spokespersons later tried to control the damage by suggesting that the boy was only representing the family and not the government. While under normal circumstances, a teenager standing in for the chief minister cum grandfather should shock citizens, the people of Telangana have closely experienced how the distinction between the state and its first family has been obliterated and obfuscated in the last three years.

“The Nizamate was abolished in 1948 and the Nizam was deposed. But the creation of Telangana has created a neo Nizam,” says K.J. Reddy (name changed), an officer of the Telangana government. “He is doing everything in his power to create an autocratic state where the basic rights of citizens are overlooked,” says political activist Kodandaram, who is fast emerging as a focal point of opposition to KCR. Kodandaram, who was part of the Telangana movement, is especially piqued that the KCR dispensation has ‘abolished’ the ‘dharna chowk’ (the Jantar Mantar equivalent in Hyderabad) where all protests were organised. The government has proposed that the dharna chowk be moved to the outskirts of the city, in what is seen as a growing sign of intolerance. Less than a month ago, cops barged into the home of Kodandaram at 3 am, broke his front door and arrested him because he was to lead a rally next morning.

In KCR’s raj, all powers are concentrated with him and the rest of the cabinet ministers are virtually ciphers with little say in policy making and decision taking. As an example, anecdotal stories suggest that the home minister does not have powers to transfer even a police constable. Only KCR’s son, K.T. Rama Rao and nephew Harish Rao – who hold important cabinet portfolios – have some power, although they too are used for specific missions by the chief minister. KCR’s daughter K. Kavita, who is a MP, is the only other mover and shaker around. Officers say that they tender no advice to the chief minister because from experience they know that advice is “not welcome.”  A senior officer said: “So we keep shut.”

KCR owns a huge farm house not more than 35 km away from the city. Often, he withdraws to the farm house, where he remains camped for prolonged periods. Stories suggest that it is impossible to contact him during this time. In some instances, even ministers who came to call on him were turned out without being able to meet the chief minister. What is better known is that KCR has had a palatial building constructed next to the earlier chief minister’s residence. The spot was zeroed in on vaastu (astrological) considerations and houses in an officers’ colony nearby were razed. The officers – many of them from the IAS – had to run helter-skelter looking for alternative accommodations.

It is not merely ministers who are at the receiving end. KCR has closed the doors on all associates who were part of the Telangana movement. He refuses to acknowledge all those who fought for Telangana. “We were all part of social groups that strove for Telangana, but being head of a political outfit, he was able to take all the credit for making the new state possible,” Telangana activists have complained.

For those who came in late, Telangana was granted by the Sonia Gandhi-led Congress dispensation. But all the mileage was taken by KCR, who in the run up to the creation of the state called on Sonia with his entire family, hailed her as his mother and offered to merge his party into the Congress. Analysts said that Sonia could never match KCR’s political maneuverings and was left high and dry.

After Telangana was created, KCR successfully kicked out Chandrababu Naidu’s Telugu Desam Party (TDP), which was well entrenched in the new state. Party MLAs were encroached upon and even made ministers – in contravention of the anti-defection laws. The speaker of the assembly sat on the resignations by the TDP MLAs and the high court refused to rule on the infinite time taken for this. A tape with conversation to purchase TRS MLAs (the voice alleged to be that of Naidu) put the TDP on the back foot. In the meanwhile KCR pressed his son, newly returned from the US, to woo investors and the so called ‘Andhra capitalists’ against whose ‘occupation of Hyderabad’ the whole Telangana movement was directed. Thus, many analysts feel that once Telangana was created, it is all back to business with the same guys lording over, once again.

KCR may have turned into a Nizam, but he is highly popular among the masses. Three years after the creation of the new states, the backward communities still swear by him. This is courtesy the large number of sops that KCR has given/promised them, including to shepherds, barbers, weavers, fishermen and potters. In the Telangana budget for 2017-18, unveiled less than a fortnight ago, sops worth more than Rs 10,000 crore were unveiled by KCR. Political analysts point out that these communities are OBCs or most backward communities (MBCs). In a move that will gladden Muslims, KCR has also said that he will shortly introduce a 12% reservation for them in jobs and admissions to educational institutions.

Although now opposition is emerging from the hitherto powerful and resourceful Reddy community, KCR is still confident of continuing with his popularity because the BJP, the new numero-uno party in the country is unable to make any headway in the new state. Although BJP president Amit Shah is expected to visit Telangana to ramp up the low key BJP unit here, political analysts suggest that KCR is professing loyalty to Narendra Modi, in the same fashion that he did with Sonia Gandhi. Apparently KCR is communicating to Modi that his party will be part of NDA if required and will support their nominee for the presidential and vice presidential elections. KCR’s strategy is to accept New Delhi’s suzerainty if he is allowed to have a free run in Hyderabad. This is quite like the Nizam’s rule where the British allowed the potentate to lord over his state in lieu of support for the Empire.

Debt burden may cripple Telangana after moratorium

HYDERABAD: Here is good news and bad news. The whopping debt burden of Rs 1.50 lakh crore, which is equal to the size of the state’s annual budget, will not pose a major problem to Telangana at least for the next couple of years. But repaying the principal and interest amounts will definitely pose a problem in future.

The relief, albeit temporary, from debt burden is because of the state’s growing economy. “There is a moratorium for three years on repayment of loans taken for Mission Bhagiratha and other schemes,” an official in the finance department told Express, adding that the TRS government would not feel the pinch of debt till its present term expires. However, the interest burden will be much bigger after 2020, sources said.

In the 2017-18 budget estimates, the amount earmarked for payment of interest is Rs 11,138 crore.
The debts transferred to Telangana from united Andhra Pradesh were around Rs 70,000 crore. But, the accumulated debts as of March 2017 were Rs 1.14 lakh crore. It means that TS borrowed more than half of the debts taken in all the past years. This year alone, the state proposed to borrow Rs 36,000 crore.
While, the entire opposition termed the TRS government as “Baakeela” (debts) government, IT minister KT Rama Rao defended the state obtaining huge loans. “The debt burden of Telangana is less when compared to many other states in the country,” he claimed.

“Investments have to be made to improve basic infrastructure, implement  employment-generative schemes, encourage people to turn entrepreneurial, improve  amenities and raise people’s standard of living. Otherwise, the growing economy will flounder,” Rama Rao explained.
Besides the debt burden, the 20 per cent extra revenues projected in the budget are also unlikely to be realised.

The state is expecting around Rs 11,000 crore from the central government for Mission Bhagiratha.
“NITI Aayog recommended to the finance ministry to sanction funds for Mission Bhagiratha and Mission Kakatiya. We hope that the Centre will release the funds. That is why we have made provisions accordingly,” finance minister Etela Rajender said.
However, sources in the finance department said that the other revenue projects with regard to state own tax revenue (SoTR) and state own revenue (SOR) would be realised as per the projections.

Hyderabad: The state government is reworking agreements with banks and financial institutions on repayment of debt and interest after two years, when its term ends in 2019.

The government has been tying up with consortiums of various banks and financial institutions to secure loans for Mission Bhagiratha, 2BHK housing scheme, urban infrastructure projects etc., over the past two years.

Earlier, the government entered into agreements with banks to repay the principal and interest on loans in instalments every quarter from the very first year of disbursal of the loan.

However, the government is now looking to rework these agreements, urging the banks to impose a moratorium of two years since the day of disbursal of loans for repayment. This clause was included for the loans secured for Mission Bhagiratha recently. The same is being sought for other loans.

This would mean that the government would start repayment in 2019, when its term will come to an end.

Any government that assumes office after the 2019 elections would face the heat of repayment in its very first year.

Last year, the government had to spend over Rs 6,000 crore to service loans. This year, the figure has increased to Rs 10,000 crore.

“Since Assembly elections are just two years away, the government wants to minimise the debt burden by postponing repayment by two years. This is to ensure that there are no major financial constraints to implement welfare and populist schemes in the last two years of its term,” said sources in the finance department.

TG power utilities Modies are looking at 7000 Crore revenue gap in 2017 - 18.

They project revenue requirement of Rs. 31,930 crore

The Telangana power utilities are hopeful of the State government extending support as and when needed to overcome the revenue gap that’s looming large. Meanwhile, plans are being worked out to improve internal efficiency to offset at least some portion of the gap.

The power utilities are holding deliberations on cost savings after Chief Minister K. Chandrasekhar Rao was understood to have rejected their proposal to hike power tariff, effective from April 1.

The power utilities projected revenue requirement of Rs. 31,930 crore in the aggregate revenue requirement report presented to the regulator – TSERC, for 2017-18. A major chunk of over Rs. 24,000 crore is estimated to be spent on power purchases for the next year and this, in turn, resulted in revenue gap of close to Rs. 7,000 crore for the power utilities.

Of the total deficit, the government had announced an assistance of over Rs. 4,200 crore and the utilities could save close to an additional Rs. 900 crore on debt servicing following transfer of their debt to the State government after it enrolled itself under the Ujwal Discom Assurance Yojana (UDAY).

This would still leave the power utilities with a revenue gap of close to Rs. 2,000 crore forcing them to request the government to enhance power tariff for different sections.

“We have presented the ARR to the TSERC and it is yet to finalise the quantum of the revenue gap. Revenue deficit is dynamic as it will depend on various factors, including the transmission and distribution losses, hydro power generation and others,” a senior official told The Hindu .

Senior officials are, however, hopeful that the government would step in at an appropriate time to bail out the utilities, if need be, as it did during the current year.

To substantiate this, they cited the Rs. 1,700-crore financial assistance extended by the government during the past couple of months over and above the Rs. 4,585-crore support it had provided towards subsidised power supply to farm sector and other schemes.

On the other hand, the utilities are focussing on improving internal efficiencies that could bring down the cost of power transmission and also enable them to cut down expenditure on distribution and transmission as well as the employee cost.

Supporters of the Chief Minister have begun a campaign of calumny and character assassination against her on social media.
 
Rachana Reddy Bollu is in the news, but not because she wants to be. The Chief Minister of Telangana, K Chandrasekhar Rao (KCR), took her name during the Assembly session accusing her bitterly of “speaking blatant lies in court”, of placing serious barriers in the way of his government’s project which dispossess thousands of already distressed farmers of Telangana from their lands and villages.

In a disturbing new development, some supporters of the Chief Minister have taken to social media and have begun a campaign of calumny and character assassination against Rachana.

Three trolls – Aelikatte Shankar Rao, a former journalist who runs a Facebook page ‘Right Politics’, Srinivas Rao (alias Sawal Reddy) who runs the page ‘Point Blank’, and Sridevi Mantri – who are fans of KCR and support Telangana Rashtra Samiti (TRS) have acquired notoriety for attacking any political dissent.

They have now unleashed a campaign of calumny against Rachana, calling her Surpanakha, Hidimbi, Shikhandi, and also calling her a doll who studied law, who is aligning with forces inimical to the development of Telangana. A Facebook post by Sridevi Mantri that compares Rachana to Silk Smitha and Mumaith Khan, is particularly abusive and utterly derogatory in its tone and what it implies.

Rachana is a practicing human rights lawyer. Hailing from Nizamabad, she studied in Hyderabad, Pune, and in UCLA, USA, where she specialised in Human Rights Law. After practicing for 5 years in USA, she relocated to India, taught for a few years at NALSAR, Hyderabad.

Since 2010, she has been practicing in Hyderabad, mostly taking up human rights cases. She was first in the news when she represented Smitha Sabharwal, the IAS officer posted in Chandrasekhar Rao’s office, against whom Outlook magazine carried derogatory sexist references.

Asked about the reason for being singled out this way, Rachana says it could be because she has taken up several cases of land acquisition for irrigation projects, mining and SEZs in Telangana.

The problems began for the Telangana government when it notified 16,000 acres of land to be acquired for Mallannasagar project, submerging some 14 villages and displacing 20,000 people. Protests began when the villagers came to know that the government has no intention of acquiring land under the Land Acquisition Act 2013 passed by the Parliament, but instead it is proposing to acquire land rapidly within 40 days of notifying GO 123, even before formulating a Detailed Project Report (DPR) for the construction of the reservoir or assessing its social impact.

The protests intensified, leading to relay hunger strikes, lathi charges, and the imposition of prohibitory orders under Section 144 for nearly three months. When the process was legally challenged, the High Court struck down GO 123 of the Telangana government. The battle lines are now firmly drawn between the people and the government.

Rachana Reddy is one of the lawyers who is fighting cases on behalf of the farmers. The fact that the Chief Minister of Telangana himself chose to single her out by taking her name on the floor of the Assembly and went on to berate her saying that she spoke blatant lies in court appears to have given a signal to the trolls that Rachana is fair game for attack. 

When asked for her reactions about getting trolled, Rachana says that she is not on social media and that she believes in doing her work based on the merits and demerits of each case. She says that, “GO 123 issued for land acquisition by the Telangana government is merely a sale agreement, without providing any benefits or protection for the farmers and others losing their lands and livelihoods, unlike the Land Acquisition Act 2013.” She says, the courts will finally decide.

As a young educated person, Rachana is playing a professional role in the process that appears to be beyond the comprehension of the government and its troll army of supporters. It suits the Chief Minister himself and his supporters to paint the process as a political tug-of-war instead of a human rights issue. They are maligning those who have chosen to seek their rights and justice through a legitimate judicial process, when the state has failed to listen to their problems.

The most distressing aspect of these supporters of the government is that women like Sridevi Mantri, use words like ‘vamp’, and make venomous personal comments about Rachana’s appearance which are possible only because of their deep-seated misogyny and patriarchy. In the middle of her post, Sridevi Mantri does not forget to call KCR her “bapu and God”.

In Telangana districts today, permissions for public meetings are denied routinely. Permissions are also being denied for meetings at the one small corner of Hyderabad city assigned for holding public protest meetings, the Dharna Chowk near Indira Park. This from a party that came to power by defying all rules of political engagement, holding cookouts on highways, stopping trains, and all forms of massive dislocation of normal life for over five years after 2009!

Vimalakka, who was a prominent participant in the state movement for a separate Telangana, is being strong-armed by locking her premises. Seven members of Telangana Democratic Front comprising High Court lawyers, Adivasi leaders, Dalit activists and students who were on a fact-finding visit were allegedly detained in Telangana and handed over to the Chhattisgarh police.

The whereabouts of seven young activists who were opposing the prospecting for diamond mining by DeBeers, the South African Diamond company, in Nallamala forests intruding into the Chenchu communities, ironically also opposed earlier by TRS members when they were fighting for separate Telangana state, are now unknown. They are believed to have been arrested at Vankeswaram.

It is quite clear that the leadership of the current dispensation in Telangana does not believe that democracy or Constitutional rights are for every citizen. Today, even the most legitimate form of exercising rights, seeking justice through a court of law, is criminalised and the law professionals are being intimidated. If the lawyer happens to be a woman, a character assassination campaign follows, dragging public discourse further down.

It is good to remember that India still holds elections every five years and unlike feudal times, the crown is not for keeps.

Why is KCR keep on suspending TDP & BJP MLAs from assembly if he is doing development good. Why he is scared of opposition MLAs.

 

He will not let opposition discuss farmers issues. He will suspend them if they try to talk on below issues.

 

1. Farmers suicides.

2. Prices of pulses.

3. Tax hikes.

4. Property tax hike.

5. Selling govt. lands in & around hyderabad, rangareddy districts.

TRS silencing legislators in Telangana: Is it blasphemous for MLAs to criticise the Guv's address?

 

Last Friday, firebrand TDP (Telugu Desam Party) MLA from Kodangal A Revanth Reddy and Sattupalli MLA S Venkata Veraiah were suspended for the rest of the Budget session by Assembly Speaker Madhusudhana Chary for raising slogans while Governor Narasimhan addressed the joint session of state legislature. The intolerant mood of the ruling TRS was on display at the last session of Assembly when the Opposition was warned of ‘suspensions' if they disrupted the proceedings or even the Governor's address during the Budget session.

 

Revanth Reddy claimed that the Governor’s speech was full of “lies”. In 2014, the Governor had said Rs 10 lakh assistance was given to families of martyrs of Telangana agitation and also listed that 1,569 people committed suicide. “But until now only 500 people were granted assistance,” he said, contending that he was suspended for exposing the hollowness of the government articulated by the Governor’s address. “This displays how the government is scared of exposure and intolerant of people who raise questions. By just sacking Deputy CM T Rajaiah on charge of corruption, KCR claimed that his government had become corruption-free. But things are different on ground and in reality,” said TDP Telangana president L Ramana.

Hyderabad: The Hyderabad Metropolitan Development Authority officials on Monday razed 22 villas that were illegally constructed in SRK Green Park venture at Bowrampet in Medchal-Malkajgiri.

A total of 197 villas were built in this venture spread over 14 acres. According to K. Purushotham Reddy, Director, Planning, HMDA, this venture was built illegally and the builder violated rules.

“This land is a conservation zone and should be used for agriculture purpose. Instead of obtaining permission from HMDA, the builder approached the Gram Panchayat, which is not authorised to give permission for such ventures. When we served notices, the builder went to court, which imposed `1 lakh penalty for each villa besides directing the villa owners to apply for LRS. While individual owners applied for LRS, the builder appealed against the judgement and got an interim order. After HMDA presented facts, the court vacated the order and issued notices again,” he said.

All the 22 villas, each valued at nearly `50 lakh, are the share of villagers who gave the land for development to the builder who had kept them in the dark about the whole issue, he said.

The planning director warned landlords on city outskirts not to give their lands to builders, who are found to flout norms.

The demolition drive began at 8.30 am and continued for the whole day. Meanwhile, BJP vice-president Dr S. Malla Reddy stated that the landlords, all of them farmers, paid the price and it was not their fault.

“The landlords were not aware of the issue. Why to target them for the fault of builder. They only got to know on Monday and were ready to pay Rs 1 lakh for each villa in an hour’s time, but HMDA staff did not pay heed to their pleas,” he rued.

Hyderabad: The Telangana Government has decided to increase reservation for BC-E Category (Muslim minorities) despite strong objection from the BJP. The reservation will also be extended to Scheduled Tribes.

The TRS government had promised 12 per cent reservations each for Muslims and Scheduled Tribes, but the hike recommended by BC and ST commissions has been kept a secret. On Tuesday, the BC Commission, headed by B.S. Ramulu, met Chief Minister K. Chandrasekhar Rao at his camp office and submitted its report with recommendations to increase the Backward Muslim quota. Currently, they have 4 per cent reservation.

According to the Chief Minister’s earlier statement in the Assembly, after passing the enhanced quota Bills, the State would request the Central Government to allow the quota Bill inclusion in the 9th Schedule of the Constitution to protect it from legal scrutiny.

The overall quota, presently 50 per cent as per a 1992 Supreme Court cap, will be increased to over 60 per cent depending upon the enhancement.

The State Government wants the Centre to protect the quota legislation on par with the 69 per cent reservation that was implemented in Tamil Nadu and included in the 9th Schedule.

Mr. Rao called on Governor E. S. L. Narasimhan at Raj Bhavan on Tuesday and briefed him on the proposals. He has summoned a Cabinet meeting at Pragathi Bhavan, Begumpet, on Wednesday evening.

Muslim quota may go up to 9 per cent
The Chief Minister also decided to convene the special Assembly session starting from April 16 to pass both quota Bills and the GST Bill. Since the Assembly session was not prorogued by the Governor yet, Speaker S.Madhusudana Chary can summon the House that was adjourned sine die last month.

A source said Muslim quota may be increased from the present 4 per cent to 7 or 9 per cent and ST quota from 6 per cent to 9 per cent based on the population and to avoid legal tangle though KCR desires 12 per cent. However, BC Commission members refused to comment.

MIM, a TRS ally, asked the government to be cautious, take legal approval and avoid rejection of reservation to Muslims. BJP has opposed reservation based on religion and is sure to kick up a row.

The BC Commission had submitted a report on the education and sociological backwardness among BC-E category communities, Muslim minorities, and recommended that they needed attention and support.

“The State government, based on the Commission's report, will have a wide range of discussions with communities concerned and take measures for the development and welfare of these communities,” a CMO release said.

he is well aware of the music it creates. This may create a storm. He is thinking that this will be his big step to win next elections. Looks like he unfortunately lost confidence on his other schemes.
