LuvNTR Posted June 29, 2017 Author Share Posted June 29, 2017 హైదరాబాద్‌లో రోడ్లు కుంగుతున్నాయ్..!28-06-2017 07:55:30 సెప్టెంబర్‌ 21, 2016... లక్షలాది వాహనాల రాకపోకలు సాగే ఎన్‌టీఆర్‌ మార్గ్‌లో రోడ్డుపై భారీ గుంత పడింది. అంతకుముందు సికింద్రాబాద్‌, ఫీవర్‌ ఆస్పత్రి, శివంరోడ్‌... ఇలా చెప్పుకుంటే పోతే చాలా ప్రాంతాల్లో రహదారులు కుంగాయి. తాజాగా కవాడిగూడ పద్మశాలి కాలనీ.. మంగళవారం మధ్యాహ్నం సమయంలో అక్కడి రహదారిపై గొయ్యి పడింది. వర్షాలు అంతగా కురవక ముందే పరిస్థితి ఇలా ఉంటే..? మున్ముందు ఎలా..? పైపులైన్లు, నాలాలపై నిర్మించిన రోడ్లు ఎంత వరకు శ్రేయస్కరం..? అంటే భయపడాల్సిన అవసరం లేదని అధికారులూ చెప్పలేకపోతున్నారు. దశాబ్దాల క్రితం వేసిన పైపులైన్‌ల నుంచి సామర్థ్యానికి మించి సాగుతోన్న ప్రవాహం రోడ్లు కుంగేందుకు కారణమవుతోంది. మరి కొన్ని చోట్ల పురాతన కాలం నాటి పైపులైన్లు పగిలి రోడ్లపై గొయ్యిలు పడుతున్నాయి. హైదరాబాద్ సిటీ, జూన్‌ 27 (ఆంధ్రజ్యోతి) నగరంలో రోడ్లపై గుంతలు కాదు.. భారీ గొయ్యిలు పడడం సాధారణమై పోయింది. రాకపోకలు సాగించే రహదారి ఎక్కడ నోరు తెరిచి మింగేస్తుందో అని నగరవాసులు వణుకుతున్నారు. నిజాం హయాంలో 1908 సంవత్సరంలో మూసీ వరదలతో అప్పటి భాగ్యనగరంలో ప్రవాహ వ్యవస్థకు శ్రీకారం చుట్టారు. అప్పుడు ఉన్న ఒకటి, రెండు లైన్ల రోడ్ల పక్కన పైపులైన్లు, నాలాలు నిర్మించారు. కాలగమనంలో నగరం పరిధి పెరిగింది. జనాభా వేల నుంచి కోటికి చేరింది. అదే సమయంలో రోడ్లు.. భవనాలూ విస్తరించాయి. ఈ క్రమంలో నాటి పైపులైన్లు, నాలాల పై నిర్మించిన రోడ్లు ప్రమాద ఘంటికలు మోగిస్తున్నాయి. అయినా అటు జీహెచ్‌ఎంసీ, ఇటు వాటర్‌బోర్డు నిర్లక్ష్యంగా వ్యవహరిస్తుండడంపై విమర్శలు వ్యక్తం చేస్తున్నాయి. పైపులైన్లు మార్చడం ఆర్థిక అంశాలతో ముడిపడి ఉన్న నేపథ్యంలో తాత్కాలికంగా సమస్యలు రాకుండా కనీస చర్యలు తీసుకోకపోవడం గమనార్హం. రోడ్ల మధ్యలో పైపులైన్లు.. నాలాలు... వాహనాలు పెరుగుతుండడంతో చేపట్టిన విస్తరణ పనులతో పైపులైన్లు ప్రస్తుతం రోడ్డు మధ్యలో ఉన్నాయి. నగరంలో 9 వేల కిలో మీటర్ల మేర రహదారులు ఉండగా.. వాటి కింద 8051 కి.మీల మేర తాగునీటి, 5వేల కి.మీల డ్రైనేజీ పైపులైన్లు ఉన్నాయి. కొన్ని ప్రాంతాల్లో అయితే నాలాలపై ఏకంగా బస్తీలు ఏర్పడ్డాయి. గతంలో ఓపెన్‌గా ఉన్న నాలాలపై శ్లాబ్‌లు వేసి వాటిపై రోడ్లు నిర్మించారు. ఇప్పుడు అవే మార్గాలపై లక్షల వాహనాలు రాకపోకలు సాగిస్తున్నాయి. దీంతో భారం పెరిగి క్రమేణా రహదారులు కుంగుతున్నాయి. భారీ వర్షాలు పడితే పరిస్థితి మరీ దారుణంగా మారుతోంది. ప్రవాహ ఉధృతికి పురాతన కాలం నాటి జీఐ పైపులు పగిలి భూగర్భంలో ఉండే మట్టి కొట్టుకుపోతోంది. దీంతో రోడ్లపై గొయ్యిలు ఏర్పడుతున్నాయి. నాలాల్లోనూ అంతే. ప్రవాహం ఎక్కువగా ఉంటుండడంతో శ్లాబ్‌ కూలి రోడ్లు కుంగేందుకు కారణమవుతోంది. కిందటి సంవత్సరం ఎన్‌టీఆర్‌ మార్గ్‌లో అదే జరిగింది. 22 ఏళ్ల క్రితం వేసిన 1800 ఎంఎం డయా పైపులైన్‌ నీటి తాకిడికి తట్టుకోలేక పగిలిపోయింది. నాలుగైదేళ్లుగా నగరంలో రోడ్లు కుంగడం ప్రారంభమైంది. ప్రతి సంవత్సరం వర్షాకాలంలో రెండు, మూడు ప్రాంతాల్లో గొయ్యిలు ఏర్పడుతున్నాయి. రూ.4వేల కోట్లు... శివార్లతో పోలిస్తే కోర్‌ ఏరియాలోనే ఈ సమస్య అధికంగా ఉంది. నిజాం హయాంలో వేసిన పైపులైన్లు శిథిలావస్థకు చేరాయి. ప్రస్తుతం లీకేజీలు ఏర్పడుతున్నా.. అవి పగిలితే మాత్రం నగరంలో రోడ్లు ఎక్కడికక్కడ కుంగి పోతాయి. నగరంలో 1200కిలోమీటర్ల మేర పైపులైన్లు శిథిలావస్థకు చేరాయి. వీటిని మార్చాలంటే రూ. 4వేల కోట్లు అవసరమని వాటర్‌బోర్డు అంచనా వేసింది. కుచించుకుపోయిన, బస్తీల పునాదుల కింద కనుమరుగైన నాలాలను పునరుద్ధరించాలంటే రూ. 20వేల కోట్లు కావాలి. పైపులైన్లపై అధ్యయనం... గ్రేటర్‌లో ఉన్న తాగునీరు, సీవరేజ్‌ పైపులైన్లకు సంబంధించిన డేటా వాటర్‌బోర్డు వద్ద లేదు. ఏ ప్రాంతంలో ఎప్పుడు పైపులైన్‌ వేశారు..? ప్రస్తుతం దాని స్థితి..? ఎన్నిసార్లు మరమ్మతు చేశారన్న వివరాల రికార్డు కాలేదు. కొన్ని ప్రాంతాల్లో పైపులైన్‌ అలైన్‌మెంట్‌ గుర్తించలేని పరిస్థితి ఉంది. మ్యాన్‌హోల్‌ కనిపిస్తేనో.. లీకేజీ జరిగితేనో.. రోడ్డు కుంగితేనో.. అక్కడ పైపులైన్‌ ఉందని గుర్తించే దుస్థితి ఏర్పడింది. దీనికి చెక్‌ పెట్టేందుకు 10సంవత్సరాలు దాటిన సీవరేజి మెయిన్‌లపై అధ్యయనం చేయాలని పురపాలన, పట్టణాభివృద్ధి శాఖ మంత్రి కే తారకరామారావు సూచనల మేరకు అధ్యయనం ప్రారంభించారు. అమీర్‌పేటలోని దివ్యశక్తి అపార్ట్‌మెంట్‌ నుంచి జీహెచ్‌ఎంసీ ప్రధాన కార్యాలయం వరకు 5.6 కి.మీలు ఉన్న కేఎస్‌ మెయిన్‌ పైపులైన్‌ను మార్చాలని నిర్ణయించారు. క్యూర్‌ ఇన్‌ ప్లేస్‌ ఆఫ్‌ పైప్‌ (సీఐపీపీ) విధానంలో పైపులైన్‌ను బలోపేతం చేయాలనుకు న్నా.. ఇప్పటికీ పనులు ప్రారంభం కాలేదు. ఈ విధానంలో ప్రత్యేక ద్రావకాన్ని నిర్ణీత ఉష్ణోగ్రతలో భూగర్భంలో ఉన్న పైపులోకి పంపుతారు. పైపు లోపల చుట్టూ ఆ ద్రావకం ఒక పొరగా ఏర్పడుతుంది. నిర్ణీత సమయం అనంతరం ఆ పొర గట్టిపడి పైపు ధృడంగా మారుతుంది. ఈ పనులు జరుగుతున్న సమంలో పైపులైన్లలో నీటి ప్రవాహం ఉండ కూడదు. ప్రస్తుత ప్రవాహాన్ని మళ్లించాల్సి ఉంటుంది. నగరంలోని పైపులైన్‌ వ్యవస్థపై వాటర్‌బోర్డు అధ్యయన బాధ్యతలను కన్సల్టెన్సీకి అప్పగించింది. ప్రస్తుతం పరిశీలన ప్రక్రియ కొనసాగుతోంది. వరద నీటికి దారేది..? వరద నీటి ప్రవాహం కోసమే నాలాలు నిర్మించారు. కాలగమనంలో ఆక్రమణలతో వరద నీటి ప్రవాహ వ్యవస్థ కుచించుకుపోయింది. గంటలో రెండు సెంటీ మీటర్ల కంటే ఎక్కువ వర్షపాతం నమోదైతే.. నీళ్లు ఎక్కడికక్కడ నిలిచిపోతాయి. నాలాలు మినహా వర్షపు నీరు వెళ్లేందుకు నగరంలో అందుబాటులో ఉన్న ప్రవాహ వ్యవస్థ అత్యల్పం. కేవలం 1500 కి.మీల మేర మాత్రమే స్ర్టామ్‌ వాటర్‌ డ్రైయిన్‌లు ఉన్నాయి. దీంతో వర్షపు నీరు డ్రైనేజీ పైపులైన్లలోకి చేరి సీవరేజ్‌ నెట్‌వర్క్‌పై ఒత్తిడి పెరుగుతోంది. ఈ క్రమంలో పైపులైన్‌ల జాయింట్లు లీకవడం.. పగలడం జరుగుతున్నాయి. "There are issues with land records in Hyderabad," Telangana's industries secretary Jayesh Ranjan said. "(With) most of the original records dating to the Nizam period being in Persian, it gives an opportunity to people with a criminal bent of mind to tamper with and forge the land documents and create non-existent claims," he said. However, the Telangana government official said, the "government has ensured that its claims are established by following every legal recourse available and that the investors' interests are protected." In response to a story published in The Economic Times, dated June 25 titled 'Largest realty scam in Telangana worth Rs 15,000 crore', Ranjan in an email statement said, "Many government lands alluded to in the article have fallen into litigation because of these reasons." "The so-called Rs 15,000-crore 'scam' mentioned in the article pertains to a set of criminal activities in which land records of government lands in Miyapur have been forged and claimed as private in collusion with registration department officials," he added. The government, he wrote, has acted swiftly by cancelling the registrations, taking disciplinary action against the officials, and filing criminal cases against the private parties. "These lands in Miyapur have not been allotted or auctioned in favour of any investor. Rs 15,000 crore bandied about as the value of the 'scam' is also a hypothetical number without any basis," he said. ET in its report highlighted the concerns of global investors on the issue of land titles in Hyderabad after the recent unearthing of a fraud in land registration involving hundreds of acres of land in the Miyapur area. In addition, the report also cited examples of global and domestic companies like Google, Microsoft and Lanco, among others, who have faced disputes over land titles even after purchasing land from the government. In his email statement, Ranjan wrote, "The government land allotted to Google at a location called Kokapet has been claimed to be private land by a person based on forged documents. The government has brought this out in the courts with all evidence and is awaiting final judgment. "To ensure that the global search engine giant's growth plans were not delayed, the Telangana government has allotted an alternative piece of land, where Google is setting up its largest campus in the world outside its headquarters at Mountain View." Ranjan said the land allotted to Microsoft to build its largest campus outside their global headquarters in Redwood also faced land title issues. "These lands have been claimed as Wakf lands later," he said, adding that "the government has affirmed in the court that if the Wakf claims are substantiated, the Wakf Board will be given lands of equivalent value elsewhere." Similarly , conceding the land title disputes that Lanco suffered after they bought 100 acres of land from the government to build Lanco Hills, Ranjan said, "The dispute with Wakf Board is before the courts, with government's clear stand that Wakf Board will be given alternative lands if they can substantiate their claims." He said Hyderabad has, in the last few years, been the go-to destination for commercial investments, and some of the most marquee names have chosen Hyderabad over other comparable cities to set up their centres. It's bigger than Miyapur HYDERABAD: No While prime accused in the mammoth land scam in Miyapur are yet to be arrested even a month after it was unearthed, investigators are not making any effort to book political bigwigs involved in other land scams in areas like Ghansimiyaguda, Bahadurguda, Dandumailaram and Hafeezpet.In Ghansimiyaguda village in Shamshabad mandal, in two survey numbers, Goldstone Prasad whose name has been linked to Miyapur scam, his family members, two former ministers, including a ruling TRS party leader and a city Congress leader are said to have allegedly purchased nearly 410 acres from assignees in the guise of jagir land. The legal battle is still going on between the state government and these private parties. According to officials, mutation of land on their names and firm's names is pending with revenue divisional officer and joint collector of Ranga Reddy district.Interestingly , ACB raids on house of Kukatpally former sub-registrar Rachakonda Srinivas Rao (accused in the Miyapur land scam), revealed he invested big money in a company that is among those who purchased land parcels in controversial survey numbers in Ghansimiyaguda village.In Bahadurguda village, a former Congress MP from erstwhile Warangal district is said to have purchased 50 acres from some persons, who allegedly encroached on government land from the same Shamshabad mandal along with other politicians and a power broker and sold 120 acres to a real estate firm. In all, the district administration suspects about 502 acres in two survey numbers have gone missing from government records. In Dandumailaram village in Ibrahimpatnam, family members of TRS MP K Keshava Rao are said to have purchased 40 acres from a private firm even as the government claimed it as its own. After the issue surfaced, the TRS MP has volunteered to cancel the registration. Name of another TRS leader and advisor D Srinivas has been linked to a land row in which he allegedly pur chased about 9 acres in Medchal mandal from assignees.When asked why role of politicians in these land deals are not being investigated, a senior revenue official told TOI: "Our district administration officials have sent a detailed note to the state government on lands, especially shell companies. It is up to the government to take the matter further." Even a month after the `587crore Miyapur land scam broke out, police have not been able to nab many of the accused in the case. Those who have been rounded up in this scam include Kukatpally subregistrar and two directors of Trinity Infra Ventures Ltd PS Partha Sarathi and PVS Sharma. Police also arrested Balanagar sub-registrar Mohd Yousuf for causing `686 crore loss to the state government in the form of registration and stamp duty by registering the properties."Prasad's family members and his suspected shell companies have several hundreds of acres around Hyderabad. Generally , when a scam breaks out, police forms special teams to identify culprits. But in this case, the agencies are not been making any effort, barring arresting low-rung officers and not giving us the go-ahead in probing other land scams," a senior official in the revenue department said. When asked about it, Madhapur DCP P Vishwa Prasad told TOI: "In all, eight accused in the Miyapur and two in the Balanagar scams are still absconding. At this juncture, Goldstone Prasad is not an accused." *Times view: The state government is playing ostrich while the entire city and suburbs are embroiled in one of the biggest land scams in the country. After the probe kick-started, only 3 registrars were raided and then it has gone into deep freeze. The government should stop keeping its eyes wide shut to save it from more embarrassment. According to the DPR, the project needs 13558 Million Units of Power every year. According to the current rates, it will cost 8677 Crore to the state exchequer every year.It means the government has to spend 46,732 Rupees on each acre that is going to be cultivated with this project. It is more several thousands more than what the farmers earn from their fields. But then, in the project DPR, the government estimated the power bill only to the tune of 4067 Crore. The government’s argument is that power will get cheaper by the time the project is completed. Even at government’s rate, the Power bill per acre is more than what that can be earned through the cultivated lands. The Project Maintenance costs will add up to the bill and will take a heavy toll on the state exchequer every year.Irrigation Projects are often difficult to execute and costly to maintain in Telangana due to its natural topographical challenges. Image credit: Aly Song/ Reuters Major global companies like Google and Microsoft are unsure about the value of their real estate holdings in Hyderabad, after the Telangana government initiated several legal cases questioning the ownership and transfer of land holdings, in what is alleged to be a scam worth Rs 15,000 crore, reported The Economic Times on Monday. After Opposition pressure, the Telangana government had announced termination of suspicious land registrations in the city. Investors who are now affected by unclear land titles in Hyderabad include Google, Microsoft, Tishman Speyer, Shapoorji Pallonji, DLF, Lanco, Puravankara, Sattva Salarpuria and My Home group. “It’s time for the government to rethink and examine all the existing procedures and make clear titled land banks available for investors,” said Veera Babu, managing director of commercial real estate services company Cushman & Wakefield. Bijay Agarwal, MD, Salarpuria Sattva Group, said that investors were now acquiring land only from government or corporate houses, as these have clear titles. In the latest land scam, the accused colluded with land registration officials to acquire hundreds of acres of contentious land in Hyderabad’s Miyapur and some other localities. Moreover, senior leaders in the Telangana Rashtra Samiti are accused in the scam. PS Prasad, former attorney of Shapoorji Pallonji group’s Cyrus Investments, helped the group get certain title clearances. TRS secretary general K Keshava Rao, whose family acquired contentious land from Prasad’s business entities, last week announced they were pulling out of the deal after sustained Opposition pressure. The TRS government last week issued an ordinance cancelling certain powers of officials of the land registration department. But the Opposition Congress, Bharatiya Janata Party and Telugu Desam Party allege that government lands worth at least Rs 1 lakh crore in Hyderabad were encroached upon during the three years of TRS rule. Telangana IT and industries minister KT Rama Rao, son of Chief Minister K Chandrasekhar Rao, said the government was willing to reach out to investors to assuage their concerns. But the latest land scam could affect the investment flowing into the Telangana market in the short term, a global property consultant said. A couple were made addicted to drugs by yoga center owners. ----------------------------------------- Techie couple from Telangana rescued in Tiruvannamalai They were reportedly lured by two persons running a yoga centre Within 24 hours of receiving information, the Tiruvannamalai police rescued a couple belonging to Telangana after they were reportedly lured by two persons and taken in a car to a few parts of Tamil Nadu. The four persons were handed over to the Telangana police on Saturday(july 8, 2017). Mr. Kandi and his wife were working in the IT sector. Nearly a month-and-a-half ago, they approached Srikanth Reddy and Usha Srinammi, who were running a yoga centre at Madhapur to attend yoga classes, he said. The police said the duo made the couple drug addicts. “They took them in their car and left Madhapur on the evening of July 2. They had taken them to Tiruvanmiyur in Chennai and then to Srirangam. On the way, they had stripped them of their clothes under the pretext of conducting ‘pooja’ and again took them in the car.
