బ్యాంకాక్‌ విమానం ఎటు..?
విశాఖకా..? విజయవాడకా..?

ఈనాడు, విశాఖపట్నం: విశాఖ నుంచి బ్యాంకాక్‌కు ప్రత్యేక విమానం నడపాలన్నది ఏనాటి నుంచో ఉన్న ప్రతిపాదన. ఇందుకోసం ‘నాక్‌ ఎయిర్‌’ సంస్థ ముందుకొచ్చింది. డైరెక్టర్‌ జనరల్‌ ఆఫ్‌ సివిల్‌ ఏవియేషన్‌కు ప్రతిపాదన కూడా పంపింది. ఈలోగా ఆ విమానాన్ని విశాఖ నుంచి కాకుండా విజయవాడ నుంచి నడపాలన్న రాజకీయ ప్రతిపాదన వచ్చింది. ఈ రెండింటి నడుమ నాక్‌ ఎయిర్‌ నలిగిపోతోందని సమాచారం. ఈ నేపథ్యంలో నౌకాదళ అధికారులు విశాఖ విమానాశ్రయంలో ఆంక్షలు విధించడంతో ఆ సంస్థ ఇప్పుడు ఆలోచనలో పడింది. విశాఖ, విజయవాడల్లో ఎక్కడి నుంచి నడిపితే లాభదాయకమో అంచనాలు వేస్తోంది. ఇందుకోసం ఆ సంస్థ ప్రతినిధులు ఈ నెల 11న విశాఖకు రానున్నారు. ఇక్కడి పారిశ్రామికవేత్తలు, పర్యాటక ఆపరేటర్లతో ప్రత్యేకంగా సమావేశమై వారి అభిప్రాయాలను తీసుకోనున్నారు.

ఆగస్టు నుంచి వారానికి రెండుసార్లయినా విశాఖ - బ్యాంకాక్‌ మధ్య విమానాన్ని నడపాలన్నది నాక్‌ ఎయిర్‌ సంస్థ ప్రతిపాదన. విశాఖ నుంచి మరో ప్రాంతానికి కూడా నడపాలన్న ఆసక్తితో ఉంది. విజయవాడ ప్రతిపాదన వల్ల ఏ నిర్ణయమూ తీసుకోలేదు. ప్రస్తుతం ప్రయాణికులు విశాఖ నుంచి బ్యాంకాక్‌కు కొలంబో, సింగపూర్‌, కౌలాలంపూర్‌ మీదుగా వెళ్తున్నారు. దీనివల్ల ఖర్చు బాగా పెరుగుతోంది. బ్యాంకాక్‌కు నేరుగా విమానం నడిపితే రానుపోను కేవలం రూ. 12 వేలలోపే ఖర్చవుతుందని అంచనా.

ఈ విమాన సర్వీసుకు సంబంధించి తమకు ఎలాంటి సమాచారం లేదని విశాఖ విమానాశ్రయ డైరెక్టర్‌ ప్రసాద్‌రెడ్డి చెప్పారు.

విమానాలపై ‘ఆంక్షల’ సడలింపు

విశాఖపట్నం, జూలై 9(ఆంధ్రజ్యోతి): విశాఖపట్నం విమానాశ్రయంలో పౌర విమానాల రాకపోకలపై విధించిన ఆంక్షలను సడలించడానికి తూర్పు నౌకాదళం ప్రధానాధికారి వైస్‌ అడ్మిరల్‌ కరంబీర్‌ సింగ్‌ సూత్రప్రాయంగా అంగీకరించారు. ‘‘నవంబర్‌ నుంచి అమలు చేయనున్న ఆంక్షల కారణంగా ఆరు విమాన సంస్థల సర్వీసులు పెద్ద సంఖ్యలో రద్దు అవుతున్నాయి. ఇది ప్రయాణికులతో పాటు విశాఖ అభివృద్ధిపై ప్రభావం చూపుతుంది’’ అని ఎంపీ కంభంపాటి హరిబాబు, ఎమ్మెల్యే విష్ణుకుమార్‌ రాజు, ఎమ్మెల్సీ మాధవ్‌లు సోమవారం కరంబీర్‌ సింగ్‌ను కలిసి వివరించారు. ఉదయం మూడు గంటలు, సాయంత్రం రెండు గంటలు ఆంక్షలు విధిస్తే ఇబ్బందులు తప్పవని పేర్కొన్నారు. దీనికి స్పందించిన వైస్‌ అడ్మిరల్‌ కరంబీర్‌ సింగ్‌ ఆంక్షల సమయాన్ని కుదించడానికి అంగీకరించారు. ఒకవేళ ఆంక్షలు అమలు చేసే సమయంలో ఏ విమానమైనా ఏకారణం చేతనైనా ఆలస్యంగా వస్తే తప్పకుండా అనుమతిస్తామని, అలాగే టేకాఫ్‌కు కూడా గ్రీన్‌సిగ్నల్‌ ఇస్తామని హామీ ఇచ్చారు.
 
ఆంక్షల అమలుకు మరింత సమయం తీసుకోవాలని ఎంపీ హరిబాబు కోరగా, నవంబరు నుంచి అమలు చేయబోమని, ఇంకా కాస్త సమయం తీసుకుంటామని చెప్పారు. ప్రస్తుతం ఉన్న రన్‌వేకు సమాంతరంగా మరో రన్‌వే (టాక్సీ ట్రాక్‌) నిర్మాణానికి భూములు ఇవ్వాలని విశాఖ పోర్టును సీఎం ఆదేశించిన నేపథ్యంలో వాటిని త్వరగా స్వాధీనం చేసుకోవాలని ఎంపీ కోరారు. దానికి వైస్‌ అడ్మిరల్‌ స్పందిస్తూ పోర్టు అధికారులు ఆ భూమికి రూ.60 కోట్లు చెల్లించమంటున్నారన్నారు. దీనిపై హరిబాబు మాట్లాడుతూ, ఈ నెల 11న కేంద్ర నౌకాయాన మంత్రి గడ్కరీ విశాఖపట్నం వస్తున్నారనీ, ఆయనతో మాట్లాడి సానుకూల నిర్ణయం వచ్చేలా చూస్తామనీ భరోసా ఇచ్చారు. విశాఖ విమానాశ్రయంపై ఒత్తిడి తగ్గించేందుకు విజయనగరం జిల్లా బాడంగిలో బ్రిటీష్‌ వారు నిర్మించిన ఎయిర్‌ స్ట్రిప్‌ను వెడల్పు చేసి వినియోగంలోకి తీసుకు రానున్నామని కరంబీర్‌ సింగ్‌ వారికి వివరించారు.

Greenfield project to be taken up in PPP mode

The Bhogapuram greenfield airport project near Visakhapatnam is on track again with Andhra Pradesh Airport Development Corporation Ltd inviting request for proposals (RFPs) for development, operations and maintenance of the airport.

The Corporation, a special purpose vehicle set up by the government, expects to finalise the developer by the year end. A pre-bid meeting has been scheduled for August 6.

 

Project scope expanded

The scope of the airport project to be developed under the public private partnership (PPP) mode has been expanded and the cost of the project for 18 million passengers a year for three phases to 4,208 crore with phase one for 6 mppa at 2,302 crore.

Ajay Jain, Principal Secretary, Industries, AP, told BusinessLine, “The scope of the project has been expanded and we expect to close the process and select the developer by the year end.”

The State government first invited request for proposals in 2016 and finalised the bid of Airports Authority of India which had offered a revenue share of 30.2 per cent as against the only other player, the GMR group, offering 21.6 per cent revenue share.

The government, which approved the bid of AAI, cancelled it on the grounds that it would like to develop an integrated airport project, which includes Aviation University, MRO, airport city and related infrastructure.

The Airport Corporation, formerly known as Bhogapuram International Airport Corporation Ltd, has set August 24 as the last date for submission of RFPs and a bid meeting has been scheduled for August 6. The applicant can be a single entity or a group company but need to have a net worth of 590 crore.

 

AAI keen

Following the cancellation of the contract, the AAI represented to the government that they were open to take up development of other infrastructure and that the necessary additional aspects could be built into the contract as per the concession agreement. However, the State Cabinet was firm that the earlier bid process would be cancelled and a fresh RFP would be floated to take up the project in PPP mode.

Jayant Sinha, Union Minister of State of Civil Aviation, replying to a question in the Rajya Sabha last week, said Airports Authority of India was prepared to take up the construction of the airport.

Some members of the opposition Congress also wrote to the Union Aviation Minister and the Prime Minister about what they described as unilateral cancellation of the contract awarded to AAI. They said AAI was awarded the contract as it had offered higher revenue share. Yet the bid was cancelled after awarding the contract.
