He can give that responsibility to 2-3 Senior MLAs in both districts. State ki 24K Cr loss dheeni valla Bro, 16k crore is as per 2011 estimates which is prior to 2013 land acquisition act. 2013 acquisition act alone increases project cost by 20k crores. Though they can backtrack, they cannot go back to 2011 estimates i believe. My guess is they will play hard ball for anywhere between 5-8k crore not more. Good we allocated 8k crore in this year state budget alone. Only way out of this is to fast track the project as much as possible and squeeze in all we can before 2019 elections. Just checked central water comission web site, here is what they say about existing national projects "Central Govt, has declared 14 water resources projects indicated in the Table as National Projects.
