వైద్య పరికరాల తయారీ పార్క్‌ ఆంధ్రప్రదేశ్‌ సిగలో కలికితురాయిగా మారనుంది. ఇప్పటివరకూ వివిధ రకాల వస్తు తయారీకి వేదికగా ఉన్న ఆంధ్రప్రదేశ్‌ దేశంలోనే తొలిసారి వైద్యపరికరాల తయారీ కేంద్రంగా అవతరించనుంది. విశాఖ సమీపంలో సుమారు 200 ఎకరాల్లో నిర్మించనున్న దీనికి జూన్‌లో శంకుస్థాపన చేసేందుకు ప్రయత్నాలు జరుగుతున్నాయి. 75 నుంచి వందలోపు పరికరాల తయారీ సంస్థలు ఇక్కడికి వచ్చే అవకాశం ఉందని అధికార వర్గాలు తెలిపాయి. అనంతపురంలో ఎలక్ట్రానిక్స్‌ అనుబంధ వైద్య పరికరాల తయారీకి ప్రత్యేకంగా పార్కు రానుంది. ఈ రంగానికి సంబంధంలేని పరికరాలు విశాఖలో ఏర్పడబోయే పార్కులో తయారుకానున్నాయి. ఇప్పటివరకూ దేశంలో ఇలాంటి పరిశ్రమ లేనందున వైద్య పరికరాలను విదేశాల నుంచి దిగుమతి చేసుకోవాల్సి వస్తోంది. దీనివల్ల వైద్యసేవల ఖర్చులు భారీగా పెరుగుతున్నాయి. రోగులు ఆర్థికంగా చితికిపోతున్నారు. ఈ సమస్య పరిష్కారం కోసం ఆంధ్రప్రదేశ్‌ ప్రభుత్వం దేశంలో తొలిసారి విశాఖపట్నం సమీపంలో వైద్య పరికరాల తయారీ పార్క్‌ను రూపొందించేందుకు ఒప్పందాన్ని కూడా కుదుర్చుకుంది. ఈ సమయంలోనే 50 కంపెనీలు విశాఖకు వచ్చేందుకు ఆసక్తి చూపాయి. భారీ మూలధనంతో ముడిపడిన ఈ పార్క్‌ పూర్తి స్థాయిలో అందుబాటులోకి వస్తే దేశీయంగా వైద్య పరికరాల ధరలు 40-50% తగ్గుతాయని ఏపీ వైద్య ఆరోగ్యశాఖ ముఖ్య కార్యదర్శి పూనం మాలకొండయ్య ‘ఈనాడు’కు తెలిపారు. దీనివల్ల రాష్ట్రానికి ప్రత్యేక గుర్తింపు వస్తుందని వ్యాఖ్యానించారు.

ఇప్పటివరకూ దేశంలో వైద్య పరికరాల తయారీ కేంద్రం లేనందున ఏ చిన్న పరికరం కావాలన్నా విదేశాలవైపే చూడాల్సి వస్తోంది. రైలు, రోడ్డు, జల, వాయుమార్గాలు అందుబాటులో ఉన్న విశాఖపట్నంలో ప్రస్తుతం ఏర్పాటు చేస్తున్నందున భవిష్యత్తులో ఇక్కడి ఉత్పత్తుల రవాణా ఖర్చుకూడా తగ్గనుంది. విశాఖ జిల్లాలో 200 ఎకరాల్లో పార్కు రూపొందనుంది. ఒక్కో తయారీ సంస్థకు ప్రభుత్వం ఒకటి నుంచి రెండెకరాల స్థలాన్ని కేటాయించనుంది. దేశానికే తలమానికం కానున్న ఈ పార్కులో 50 ఎకరాల్లో 1.కాంపొనెంట్‌ టెస్టింగ్‌ సెంటర్‌ 2. ఎలెక్ట్రో-మాగ్నెటిక్‌ ఇంటర్‌ఫేస్‌ లేబోరేటరీ 3. మెడికల్‌ గ్రేడ్‌ లోవాక్యూమ్‌ మోల్డింగ్‌, కేబినెట్‌ మోల్డింగ్‌, ఇంజెక్షన్‌ మోల్డింగ్‌ సెంటర్స్‌ 4. 3డీ డిజైనింగ్‌ అండ్‌ ప్రింటింగ్‌ 5. స్టెరిలైజేషన్‌ అండ్‌ టాక్సిసిటీ టెస్టింగ్‌ సెంటర్‌ 6. రేడియేషన్‌ టెస్టింగ్‌ సెంటర్‌ 7. గామా ఇర్రేడియేషన్‌ 8. రాపిడ్‌ ప్రొటోటైపింగ్‌ సెంటర్‌ 9. ఇండస్ట్రియల్‌ ఆర్‌ అండ్‌ డీ సెంటర్‌ 10. ఇంక్యుబేషన్‌ సెంటర్‌ 11. వేర్‌హౌసింగ్‌ 12. రెగ్యులేటర్‌ ఆఫీస్‌ 13. వైద్యపరికరాల తయారీకి అవసరమైన ఇతర ఉమ్మడి సౌకర్యాల్ని కల్పించనున్నారు. 200 ఎకరాల భూ అభివృద్ధి, ఉమ్మడి అవసరాలకు అనువైన భవనాల నిర్మాణ బాధ్యతను రాష్ట్ర ప్రభుత్వమే ప్రత్యేక ప్రయోజన వాహకం (స్పెషల్‌ పర్పస్‌ వెహికిల్‌) ద్వారా చూసుకుంటుంది. ఇందులో ఏర్పాటు చేసే వ్యక్తిగత యూనిట్లకయ్యే ఖర్చునంతా ఆయా సంస్థలే భరిస్తాయి. ఈ పార్కు ఏర్పాటుకు సంబంధించిన పాలకమండలి డైరెక్టర్ల సమావేశం ఈ నెల 18న విజయవాడలో నిర్వహించేందుకు ఏర్పాట్లు జరుగుతున్నాయి. ఆ తరువాత నుంచి క్షేత్రస్థాయిలో కార్యకలాపాలు వేగం పుంజుకుంటాయని అధికార వర్గాలు పేర్కొన్నాయి.

Andhra Med Tech Zone (AMTZ)- company established under government of Andhra Pradesh has finally received formal registration which will kick start establishing Asia's first dedicated medical device park in an area of 226 acres at Visakhapatnam in Andhra Pradesh.

The park is proposed to have all such facilities in-house that are required for specialized product verticals to reduce manufacturing process costs. The park will provide for modern state of art common facilities such as specialised laboratories, warehousing, testing centre apart from 100 to 150 independent manufacturing units, each in a built-in ready to use area of 0.5 to 1 acre each.

Established subsequent to announcement made by Andhra Pradesh chief minister Chandrababu Naidu after a series of consultations with Indian medical device manufacturing industry, AMTZ is the brainchild of Dr Jitendar Sharma, head of health technology department of National Health Systems Resource Centre (NHSRC) and also advisor to chief minister of Andhra Pradesh for health and medical technology.

The creation of manufacturing park for medical devices is the need of the hour as medical devices manufacturing requires certain high investment facilities which are too capital intensive for individual manufactures to invest upon. A park with in-house high investment scientific facilities would help manufacturers reduce the cost of manufacturing by more than 40 per cent to 50 per cent.

Currently, due to lack of such centrally located common facilities, manufacturers do not undertake production of technologies and therefore send their products abroad for process upgradation and value addition.

It will help facilitate to create an ecosystem for manufacturing of high end medical device manufacturing aimed at import substitution and export opportunities and would be a major boost to SMEs.

Indian medical device industry is worth over Rs. 60,000 crore and country's humongous import bill for this segment amounts to over Rs. 23,000 crore while export amounts to only over Rs. 7,000 crore. India's import dependency on high-end medical devices is over 80 per cent and 60 per cent to 70 per cent for other devices. And this is where the dedicated medical device park would be of great value - reducing humongous import dependency, increasing export while generating wealth and employment within.

AP govt approves funding for Asia's first medical device park at Visakhapatnam

 

 

 

Andhra Med Tech Zone (AMTZ), a company established under government of Andhra Pradesh has finally received approval for funding by the state cabinet on 1st June, 2016 for setting up Asia's first dedicated medical device park at Visakhapatnam in Andhra Pradesh.

A dedicated medical devices park would be of immense help in reducing import dependency, increasing export while generating wealth and employment within the country.

AMTZ which got formal registration recently towards making India a global medical device manufacturing hub is proposed to have in-house high investment scientific facilities in an area of 226 acres helping medical device manufacturers reduce the cost of manufacturing.

Andhra Pradesh Government has also issued appointment orders for Dr Jitendar Sharma, head of health technology department at National Health Systems Resource Centre (NHSRC) under the Union Health Ministry and Advisor - Health and Medical Technology to Government of Andhra Pradesh to be the chief executive officer for the AMTZ project. AMTZ is the brainchild of Dr Sharma who has also been associated with implementation of several health technology intensive projects in the country and is known in technology circles as the Med Tech Man of India.

The medical device park is proposed to have all such facilities in-house that are required for specialized product verticals to reduce manufacturing process costs. The State Cabinet’s nod for allotment of land for the Medical Devices Manufacturing Park with common facilities and a cluster dedicated to SME in the city will give a big boost to ‘Make in India’ campaign and lower cost of critical healthcare.

Presently, 70 to 85 per cent of medical devices are imported from the United States, the Europe and China. Once Visakhapatnam turns into a hub, it is bound to attract major investors like Varian Medical Systems of the US, Toshiba of Japan and multinationals like Siemens and Philips. The park is expected to attract an investment of over Rs.20,000 crore.

“If everything materialises as per plan, a hub will become a reality in Visakhapatnam in five years or so with investment by multinationals in collaboration with local entrepreneurs. This will give a major fillip to efforts to bring down cost of critical medical care for cancer and life-threatening and chronic ailments,” CII Vizag zone chairman V. Murali Krishna told The Hindu on Thursday.

Union Joint Secretary, Health, Jitendra Sharma had visited the city and held talks with the district administration to find out feasibility of the proposal last year after Chief Minister N. Chandrababu Naidu met Association of Medical Devices Manufacturers’ Association (AIMED) representatives in New Delhi. AIMED coordinator Rajiv Nath had also visited the State to express their willingness to partner with the project.

Ecosystem vital

Dr. Murali Krishna, who is managing director of Mahatma Gandhi Cancer Hospital & Research Institute, said infrastructure with roads, communication and other facilities, should be developed so that the ecosystem would woo investors.

He said withdrawal of customs duty exemptions and imposition of higher import duty would send wrong message to prospective investors in the medical devices manufacturing hub and appealed to the government withdraw such decisions to create conducive climate.

He said the Central government was also expected to grant funds for the park if the State plays a pro-active role. Establishment of big manufacturing units and SME cluster would provide employment to many.

AMTZ gets capital, land for Asia's first dedicated medical device park at Visakhapatnam   Shardul Nautiyal, Mumbai

Subsequent to a recent visit of board of directors to the Andhra Med Tech Zone (AMTZ) site, Andhra Pradesh health department has formally taken over 226 acres of land to set up Asia's first dedicated medical device park at Visakhapatnam. A seed capital of Rs.25 crore for the land has also been given by the government, according to a source associated with the development.

 

Andhra Med Tech Zone (AMTZ), a company under government of Andhra Pradesh which has also received approval for funding on 1st June, 2016 from the state cabinet will implement the project of setting up the park.

 

AMTZ will set up in-house high capital intensive common scientific facilities helping medical device manufacturers reduce the cost of manufacturing in the country.

 

Over 50 companies have shown interest and 38 companies have submitted Expression of Interest (EOI) letters subsequent to Andhra Pradesh government inviting EOI letters from potential investors.

 

Andhra Pradesh government has also issued appointment orders for Dr Jitendar Sharma, head of health technology department at National Health Systems Resource Centre (NHSRC) under the Union health ministry and advisor - health and medical technology to government of Andhra Pradesh to be the chief executive officer for the AMTZ project.

 

The medical device park is proposed to have all such facilities in-house that are required for specialized product verticals to reduce manufacturing process costs. The park will provide modern state of art common facilities such as specialised laboratories, warehousing, testing centre apart from 100 to 150 independent manufacturing units, each in a built-in ready to use area of 0.5 to 1 acre each.

 

A dedicated medical devices park would be of immense help in reducing import dependency, increasing export while generating wealth and employment within the country.

 

Indian medical device industry is worth over Rs.60,000 crore and country's import bill for this segment amounts to over Rs.23,000 crore while export amounts to only over Rs.7,000 crore. India's import dependency on high-end medical devices is over 80 per cent and 60 per cent to 70 per cent for other devices.

విశాఖలో వైద్యసాంకేతిక పార్క్‌కు 204 ఎకరాలు
 

హైదరాబాద్‌, జూలై 1 (ఆంధ్రజ్యోతి): ఆంధ్రప్రదేశ్‌ ప్రభుత్వం వైద్యరంగంలో సాంకేతిక పరిజ్ఞానాన్ని పెంపొందించేందుకు ప్రాధాన్యత ఇవ్వనుంది. ఈ మేరకు విశాఖలో వైద్య సాంకేతిక పరిజ్ఞాన తయారీ పార్క్‌ను నెలకొల్పనుంది. ఇందుకు అవసరమైన భూమి 204 ఎకరాలను వైద్య, ఆరోగ్యశాఖకు పెదగంట్యాడ మండలం నడుపూరులో కేటాయించింది. సర్వేనెంబర్‌ 1లో ఉన్న ప్రభుత్వ భూమినే పార్క్‌కోసం ఉచితంగా కేటాయిస్తున్నట్లు రెవెన్యూశాఖ ఉత్తర్వులు జారీ చేసింది.

విశాఖలో వైద్య పరికరాల పార్కు
 

(ఆంధ్రజ్యోతి/విశాఖపట్నం): అధునాతన ఆసుపత్రి ఏర్పాటు చేయాలంటే భూమి కొనుగోలుకు, భవన నిర్మాణానికి ఎంత వ్యయం చేయాల్సి వస్తుందో వైద్య పరికరాల దిగుమతికీ అంతే వెచ్చించాల్సి వస్తోంది. దేశంలో వైద్యులందరూ అవసరమైన పరికరాలన్నింటినీ విదేశాల నుంచే దిగుమతి చేసుకుంటున్నారు. ఏటా 24 వేల కోట్ల విలువైన వైద్య పరికరాలు దిగుమతి అవుతున్నాయి. వీటిపై 10 నుంచి 24 శాతం దిగుమతి సుంకం అదనంగా చెల్లించాల్సి వస్తోంది. వైద్యరంగం ఎదుర్కొంటున్న ఈ ఇబ్బందులను తొలగించడానికి కేంద్రం సహకారంతో రాష్ట్ర ప్రభుత్వం విశాఖపట్నంలో వైద్య పరికరాల తయారీ పార్కు ఏర్పాటు చేస్తోంది. ఇందుకోసం 270 ఎకరాలు అవసరం కాగా ఇప్పటికే జిల్లా యంత్రాంగం నడుపూరులో 204 ఎకరాలను కేటాయించింది. ఇంకో 66 ఎకరాలకు ప్రతిపాదనలు సిద్ధం చేసింది. ఈ పార్కు నిర్మాణానికి భారత వైద్య పరికరాల తయారీ అసోసియేషన్ సహకారం అందిస్తుండగా ఏపీ మెడ్‌టెక్‌ జోన్ బాధ్యతలు తీసుకుంది. ఈ పార్కు నిర్మాణానికి రూ.275 కోట్లు వ్యయం అవుతందని అంచనా వేస్తుండగా ఇందులో రూ.225 కోట్లు కేంద్రం సమకూరుస్తుందని, మిగిలిన మొత్తం రాష్ట్ర ప్రభుత్వం భరిస్తుందని అధికార వర్గాలు తెలిపాయి. ఈ మేరకు రాష్ట్ర సర్కారు ఇప్పటికే రూ.25 కోట్లను వైద్య ఆరోగ్య శాఖకు బదిలీ చేసింది. వీలైతే ఆగస్టులో సీఎం చంద్రబాబుతో పనులకు శంకుస్థాపన చేయించాలని భావిస్తున్నారు. అయితే అంతవరకు ఆగకుండా వెంటనే కార్యకలాపాలు ప్రారంభించాలని ఏపీ మెడ్‌టెక్‌ జోన భావించగా, వైద్య ఆరోగ్య శాఖ ముఖ్యకార్యదర్శి పూనం మాలకొండయ్య ఇటీవల విశాఖపట్నం వచ్చి పలు సంస్థలను సందర్శించారు. రుషికొండ ఐటీ పార్కులోని సింబియోసిస్‌ టెక్నాలజీస్‌ సీఈవో నరేశకుమార్‌ తమ దగ్గర ప్లగ్‌ అండ్‌ ప్లే సౌకర్యంతో ఆఫీస్‌ స్థలాన్ని ఉచితంగా ఇస్తామని ముందుకు వచ్చారు. దాంతో వెం టనే ఆఫీసును ప్రారంభించేశారు.

నెలాఖరుకు నివేదిక..

ఆసియాలో తొలి భారీ వైద్యపరికరాల పార్కు అయినందున దీనికి సమగ్ర ప్రాజెక్టు నివేదిక (డీపీఆర్‌) తయారీ బాధ్యతను కేపీఎంజీ అనే సంస్థకు అప్పగించారు. ఈ నెలాఖరుకు నివేదిక వస్తుందని, ఆ తరువాత పనులు ప్రారంభించి, ఏడాదిలోగా మౌలిక వసతులు సమకూర్చాలనే యోచనలో ఉన్నామని అధికార వర్గాలు తెలిపాయి.

500 పరిశ్రమలకు అవకాశం..
ఈ పార్కులో 500 పరిశ్రమలకు అవకాశం కల్పించేందుకు ప్రణాళిక సిద్ధం చేస్తున్నారు. వైద్య పరికరాల తయారీతో పాటు వాటిని ఇతర దేశాలకు ఎగుమతి చేసేలా ఇక్కడివారిని ప్రోత్సహిస్తారు. ఇందుకోసం సభలు, సమావేశాలు నిర్వహించుకోవడానికి పెద్ద మందిరాలు, ఉత్పత్తుల ప్రదర్శనలకు షోరూమ్‌లు, పరిశోధనలకు లేబొరేటరీలు ఇత్యాది ఆధునిక సౌకర్యాలన్నీ కల్పిస్తున్నారు. ఈ పార్కుకు అవసరమైన మౌలిక వసతులు సమకూర్చే బాధ్యతను విశాఖపట్నం నగరాభివృద్ధి సంస్థ (ఉడా)కు అప్పగించామని విశాఖ కలెక్టర్‌ యువరాజ్‌ ‘ఆంధ్రజ్యోతి’కి తెలిపారు.
