Essar Steel promoters offer Rs 54,389 cr to clear all dues of banks New Delhi, Oct 25 (PTI) In a last-ditch effort to retain control over the company, promoters Ruia family Thursday offered to pay lenders of Essar Steel Rs 54,389 crore including Rs 47,507 crore upfront cash payment to clear all dues and pull out the firm from insolvency proceedings. The offer is better than Rs 42,202 crore offered by the world's largest steel producer ArcelorMittal to take over Essar Steel, which lenders are auctioning to recover their unpaid dues of over Rs 49,000 crore. "The shareholders of Essar Steel have today (Thursday) submitted a proposal to the Committee of Creditors (CoC) for full settlement of the entire admitted claims of the financial creditors, operational creditors, and workmen and employees of Essar Steel India Ltd (ESIL), aggregating Rs 54,389 crore, under Section 12A of the Insolvency and Bankruptcy Code," the company said in a statement. While the company did not share where it was raising the money from, sources said the promoters have already arranged for an upfront cash payment to save the biggest mill being sold under the new insolvency process. Ruias offered to pay financial creditors a total of Rs 49,395 crore to clear all their outstanding dues till date. Ayushman Bharat can be a model to develop low cost healthcare systems in other parts of the world: GE Healthcare GE Healthcare, one of world's largest medical device company is closely watching the developments of the Ayushman Bharat, as it thinks if this scheme succeeds it can be a model to develop low cost healthcare systems across the developing world. Kieran Murphy, CEO and President of GE Healthcare who is in India for the first time after taking charge of the company last year, said that as governments across the world look at getting the most out of their systems, the company is working towards developing products that drives healthcare productivity at lower cost. The flagship insurance scheme of the current NDA government that promises to cover 40 million Indians with a insurance cover of Rs 5 lakh, has attracted the likes of all healthcare providers who are hoping to cash on with their solutions to the massive healthcare scheme. GE is no different. "As we look at Ayushman Bharat, I think this starts to work, we can really develop systems around healthcare that can drive down cost, it is going to be extremely powerful for healthcare around the world", Murphy said. The one year old CEO of the $20billion medical device company is in the middle of a spin off as it fights off competition from its rivals like Siemens and Phillips among others in its imaging business. Localisation is an important part of GE's business, Murphy explained as it looks to bring variable cost in India to drive cost and improve productivity. Part of this strategy is an collaboration that the company has entered with SAMEER, an R&D unit under Department of Electronics and Information Technology on research, design and development of a 1.5T MRI platform. The clinical trial is expected to start by end of 2019. SAMEER has received a funding of $6 million from the government to build the first prototype. This is first of its kind industry collaboration for the research body that is based out of IIT Bombay. "We create capacity in an industry that is growing through huge amount of change in developing world where you are going to see 1 or 2 billion people in the next 10 years entering, effectively a brand new market for healthcare". Why Ayushman Bharat? *According to health ministry officials, the 71st round of National Sample Survey Organization (NSSO) revealed that 85.9 per cent of rural households and 82 per cent of urban households have no access to healthcare insurance/assurance. *More than 24 per cent households in rural India and 18 per cent population in the urban area have met their healthcare expenses through some sort of borrowing. The Ayushman Bharat intends to change this status quo. *According to Niti Aayog member VK Paul, who is the chief architect of the scheme, in the current fiscal the burden on the Centre is likely to be around Rs 3,500 crore, which is why it is being termed as the world's largest healthcare scheme. It will be funded with 60 per cent contribution coming from the Centre and remaining from the states. What is Ayushman Bharat? *The Ayushman Bharat is a scheme that aims to provide health assurance to 10 crore families or around 50 crore Indians, who will be given up to Rs 5 lakh cover per year. * The scheme targets the poor, deprived rural families and identifies an occupational category of urban workers' families, 8.03 crore in rural and 2.33 crore in urban areas, as per the latest Socio-Economic Caste Census (SECC) data. * The health ministry has included 1,354 packages in the scheme under which treatment for coronary bypass, knee replacements and stenting among others would be provided at 15-20 per cent cheaper rates than the Central Government Health Scheme (CGHS). *The scheme will provide cashless and paperless access to services for the beneficiary at the point of service. Eligible people can avail the benefits in government and listed private hospitals. Who can avail and how? *The entitlement is being decided on the basis of deprivation criteria in the SECC database. The beneficiaries are identified based on the deprivation categories (D1, D2, D3, D4, D5, and D7). For the urban areas, the 11 occupational criteria will determine entitlement. *In addition, the Rashtriya Swasthya Bima Yojna (RSBY) beneficiaries in states where it is active are also included. *There is no cap on family size and age in the scheme. *Aadhaar card is not mandatory. One would only need to establish one's identity to avail benefits under the scheme which can also be done through election ID card or ration card. * In case of hospitalisation, members of the beneficiary families do not need to pay anything under the scheme, provided one goes to a government or an empanelled private hospital. * The National Health Agency (NHA), the apex body implementing the AB-NHPM, has launched a website (mera.pmjay.gov.in) and a helpline number(14555). * Each empanelled hospital will have an 'Ayushman Mitra help desk' where a prospective beneficiary can check documents to verify the eligibility and enrolment to the scheme. * All the beneficiaries will be given letters having QR codes which will be scanned and a demographic authentication conducted for identification and to verify his or her eligibility to avail the benefits of the scheme.
