Government Alexey Alekseev, Deputy Director of Radar MMS, a joint-stock Russian company based in St. Petersburg, offered to implement an Integrated Intelligent System Project for the development of Andhra Pradesh at an industry interaction organised by the A.P. Economic Development Board (AP-EDB) and the Confederation of Indian Industry (CII) here on Wednesday. Radar MMS is a global leader in developing special and civil purpose radio electronic systems and suites, precision instruments and special software, for which it had received several awards, including two commendations from the President of the Russian Federation. Giving a presentation, Mr. Alekseev said the project was one of the possible areas of collaboration discussed earlier with the A.P. Government and he looked forward to a positive movement on that front. Diverse applications The products of the Radar MMS have diverse applications in sea-based and coastal facilities, intelligent buildings and transport systems, perimeter security and a host of other civilian as well as defence utilities. The Ekranoplanes, which were extensively used for high-speed military transportation during the Soviet era, could become part of the civil aviation sector of A.P. if the partnership materialised. These vehicles are a class between hovercraft and aircraft and fly at low levels over the surface of the water. Hydrofoils, a special class of boats fitted underneath with foils that lift the hulls clear of water, and maritime robotics are the other offerings. It has applications for coastal monitoring that could be done from the three functional ports in Andhra Pradesh — Visakhapatnam, Krishnapatnam and Kakinada. “Radar MMS products,” Mr. Alekseev said, “have won global acclaim and we are keen on joining hands with the Government of A.P. to enable it to adopt the latest technologies in radio electronics that helps it in becoming a pioneer in real-time governance among other areas”.

  9. NITI Ayog, coastal states to partner with China for manufacturing projects NEW DELHI: The NITI Aayog in the next one year will work with coastal states in the country to bring them closer to the Chinese provinces on coastlines to replicate their manufacturing success stories. With wages going high in the Chinese coastal manufacturing zones, the fourth India-China strategic economic dialogue held in the national capital decided to collaborate with Indian states to develop manufacturing bases with relevant reforms in land and labour laws. “China has shown a lot of appetite to help with technology and infrastructure development in the Indian coastal states to take advantage of the lower wages in a bid to stay price-competitive in the world market. Coastal Indian states have come forward to take advantage of the opportunities. Even Telangana has come forward saying that the state is not far from coastline and would like to take part in the opportunity,” said the NITI Aayog vice-chairman Arvind Panagaria, who led the Indian side during the bilateral dialogue. “Representatives of Gujrat, Andhra Pradesh, Karnataka, Telangana and CEO of the Delhi-Mumbai Industrial Clusters (DMIC) gave presentations to the working group of the two countries. The state governments gave presentations on opportunities in the coastal regions of India,” said a senior official of the NITI Aayog. The Aayog is pushing setting up of coastal manufacturing bases spread over in the radius of 250 kms and more. “These states can carry out certain reforms in land acquisition and labour laws to attract investment, which may otherwise be difficult to do for the whole of the state. The proposal has been received well on the Chinese sides, as manufactured products in such clusters could be shipped in quick time for exports,” added Panagaria. Incidentally, the Aayog is of the view that there would be a need for legislation to give a robust support to the coastal manufacturing zones. The two sides have identified areas like infrastructure, automobile, energy, electronics for the coastal manufacturing zones. With the Ministries of Railways and Shipping working closely to provide the last mile connectivity to the coastal manufacturing facilities, the Aayog believes that the proactive response by the state governments can give a major leg up to the ambition of raising the share of manufacturing in India’s GDP. The Aayog will work with the National Development and Reform Commission (NDRC) of China in taking forward the discussions on coastal manufacturing zones. //**********************************
  10. Indian entrepreneur wants to develop island casino resort in state of Andhra Pradesh Casinos in India are currently legalized only in Sikkim, Goa and Daman but in recent times a number of other states such as Karnataka, Kerala and Maharashtra have all expressed interest in discussing the legalization of the casino industry as the industry would bring in new investment, create thousands of jobs, increase tourism and provide the state government with significant revenue in the form of gaming taxes. Now the bifurcated (split) state of Andhra Pradesh (AP) has been sought out by an Indian entrepreneur to develop a casino resort on an island located on the river Krishna. The state of Andhra Pradesh was split into two after the Parliament of India passed the Andhra Pradesh Reorganisation Act, 2014 and divided the state into Telangana and Andhra Pradesh. Siva Prakash Bobba, who now resides in the United States, wants to develop an island resort that is similar to Sentosa Island in Singapore. In a statement, Bobba said “I find one of the islands in the river Krishna very much suitable for setting up a casino. I’m planning to propose it to the government. The plan is also in tune with the government’s grand design of creating a replica of Sentosa amusement park of Singapore here.” The AP state government plans to develop Bhavani island which is located near Prakasam Barrage in Vijayawada. The main island has a number of sub-islands and the total area covers more than 130 acres and currently hosts a yacht club. The government has plans to develop the island and turn it into an amusement park which will be a major attraction in the state but so far no progress has been made on these plans. Chief Consultant and Director, K. Lakshminarayana for the Andhra Pradesh Project Facilitators and Consultancy Services Limited (APPFCS) stated that apart from Bobba’s proposal, the state government has also received an additional six casino resort proposals but no progress has been made so far because getting approval for casinos to be legalized in the state is a difficult process as approval needs to be given by the Navy and the Centre. A Goan and Malaysian firm are among the six developers who have submitted proposals that are similar to Bobba’s proposal. Government sources who preferred to be anonymous stated that two years earlier the government had also received a proposal to develop a casino near Visakhapatnam but no decision has been made till date. The Andhra Pradesh Gaming Act, 1974 prevents gambling in the state and legislators will first have to pass an amendment similar to the ones introduced in the Goa, Daman and Diu Public Gambling Act, 1976 before the state government will be able to approval any casino resort proposal. MC Das, a management consultant, states that the casino industry will not be a priority for the state for the state government as of now as other priorities such as the underground drainage facilities in the state will have to be addressed first. Das also pointed out that casinos and gambling will not blend well with the social and cultural values of Vijayawada. /********************* Envitoment(drianage, suage control) protection conditions follow ayete ovochu With finger print they can limit 1000 rupees for person so that no common man is impacted. 12. VISAKHAPATNAM: The Adani Group is inching closer towards establishing its presence in the port sector in Andhra Pradesh by being the lone company to submit financial bids for developing the minor Bhavanapadu port in Srikakulam district. According to senior officials of the ports department, of the three firms which had earlier submitted technical bids for developing the port, Gangavaram Port and Krishnapatnam Port backed out of the project leaving only the Adani group to submitt he financial bids. A senior ports department official said, "We have received one bid only for the project, which is from the Adani Group. Now, an evaluation committee will review the bid submitted by the Adani Group and decide on whether to go ahead with them as the developer for the project or not." Confirming the development, a senior AP government official said, "Yes, we have received the bid from the Adani Group. The government will take a decision after evaluating the proposal submitted by the company." The official said the decision would be taken based on the revenue share that has been offered to the state government in the proposal. According to documents submitted by the state government to the ministry of environment and forests for obtaining environment clearance, the proposed Bhavanapadu Port is expected to have a total capacity of 30.57 million tonnes. The total berths proposed is 14 with five berths in the first phase and the remaining nine berths in the second phase. The state government intends to develop Bhavanapadu port with the support of a private developer to handle all types of cargo such as bulk, break bulk, container and liquid materials. The Bhavanapadu port site was selected also due to its proximity to mineral rich states of Chhattisgarh, Jharkhand, Madhya Pradesh and southern Odisha. The estimated cost of the project is Rs 3,725 crore apart from Rs 650 crore estimated for land acquisition. According to the pre-feasibility study by Incap (Infrastructure Corporation of AP), the project of developing a modern port near Bhavanapdu is technically and economically viable even under the worst cases of risk analysis. 19. Cumbum tank a big draw in Prakasam People from far and near keep flocking to the picturesque Cumbum tank in Markapur division to enjoy the scenic beauty of the water body which has received copious inflows thanks to the recent rains. The Nallamallavagu, a stream originating from the Nallamalla hills in the Eastern Ghats, descends on the Gundla Brahmeswaram, the home for rich flora and fauna including the big cats, spread across Prakasam and Kurnool districts in a 1,194 sq.km. area and falls into the Asia’s second largest irrigation tank. It has a great past having been developed by none other than Sri Krishnadevaraya’s wife Varadarajamma in the 15 th Century by damming a gorge of the Gundalakamma river to store 3.3 tmcft of water. Elephants were used then for treading for stabilisation of the tank bed, recalls a farmer Venkateswara Reddy, who hopes for a good cropping year this year at least. The tank got filled up fully only eight times in the last 100 years, in 1917, 1948, 1949, 1950, 1966, 1975, 1983 and 1996, says Cumbum Deputy Engineer Nagarjuna Rao. It did not receive significant inflows in the last three years. “We fondly remember the royal couple even to this day. Every year, celebrations are organised during Dasara by the people who offer special prayers at the statue of Varadarajamma on the tank bund,” adds another villager Srinivasa Reddy. More tourists can be attracted if only the State government clears a Rs.10-crore proposal to develop boating facility as also lawns, feels a group of youth who makes it a point to visit the tank for relaxation, especially during weekends. The scenic spot can be reached through the thick Nallamalla forest along a winding ghat section, through the Bogada and Chelama tunnels on the Guntakal-Nandyal-Guntur section of the South Central Railway. Along the way, you can see an abandoned rail bridge that served the people of this region during the British era. The best time to visit the tank is between October and March when it will have good storage of water. The best time to visit the tank is between October and March

  23. Questions galore over govt's nod for Mangalagiri airport VIJAYAWADA: Even as the land acquisition process is going on for Gannavaran airport modernisation, the state government's approval for a greenfield airport at Mangalagiri, just 35 km away from it, has given rise to many apprehensions from various quarters. Experts, including those from the aviation sector, point out that a second airport in such close proximity will neither be feasible nor economically viable. The state government, at its cabinet meeting last week, has cleared the proposal for construction of the airport in 5,000 acres at Mangalagiri. This has raised many an eyebrow as hundreds of crores of rupees are being spent on the Gannavaram airport for developing it in such a way that it can even handle international flight services. M Subba Rao, former employee of the Airports Authority of India (AAI) and now a resident of Gannavaram who had served as the director of various international airports at Calicut, Bengaluru and Bhubaneswar, said that it is neither feasible nor viable to have both the airports. "It will not be viable as it is just 35 km away from the existing airport," he said. He further said that there is no clarity over the issue as it is only in the preliminary stage wherein the state cabinet had taken a decision in this regard. "The Directorate General of Civil Aviation has to approve it. Then a team will study the topography of Mangalagiri. Only after a thorough study, a decision will be taken," he said. However, the voices against the government's proposal are growing stronger as industry Modies and other experts point out that there is no need for a new airport in the capital region as the existing one at Gannavaram is not being used to its full capacity. "The proposed greenfield airport at Mangalagiri will not be viable as there is no such demand. When the government is planning to connect the capital region with an outer ring road (ORR) of 210 km and when so much money is being spent on the existing airport, I don't understand the logic behind the decision," said Muthavarapu Murali Krishna, president of Andhra Pradesh Chambers of Commerce and Industry Federation (APCCIF). He said that an airport of such capacity (in 5,000 acres) is not required at least in the next 20 to 30 years. While more than Rs 300 crore is spent for the swanky terminal in the first phase, another Rs 550 crore will be pumped into the airport for making it worthy of handling international flight services. The proposal to set up another airport also does not comply with the norms of the civil aviation department. According to Greenfield Airports Policy, no greenfield airport would be allowed to be established within an aerial distance of 150 km of an existing civilian airport. The policy also states that a new airport can be built within 150 km of the existing civilian airport only if the latter has reached a saturation point and cannot handle any more passenger and air traffic. However, that is not the case with the Gannavaram airport. According to AAI, only about six to seven lakh passengers use the Gannavaram airport annually. "The Gannavaram airport passenger traffic is hardly worrisome. The projections made by the government that the passenger traffic will significantly increase in the next 20 years to more than 50 lakh is an exaggeration. The state government is making unrealistic projections so that it can engage private infrastructure developers as it has vested interests," explained former member of parliament and minister Vadde Sobhanadreeswara Rao. Experts predict that if the Mangalagiri airport takes shape in the near future, the Gannavaram airport will meet the same fate as Begumpet airport in Hyderabad which is used only for a few official purposes. "The proposed airport is in no way in the interest of the public. But if it is built at the state government's insistence, the Gannavaram airport will become like Begumpet airport after the international airport was built at Shamshabad," Vadde said. It may be recalled that the operations at Agra, Kanpur and Allahabad airports had become passive after airports were built at Luknow, New Delhi and Varanasi. Even the Bhogapuram airport, which is about 50 km from Visakhapatnam airport which is getting its runway expanded, is another case of unilateral decision by the government, the former TDP MP pointed out. He said the government's claim that Visakhapatnam airport is a Navy facility and hence it is going for Bhogapuram is absurd. "A few years ago, the Uttar Pradesh government held talks with the defence ministry and converted an airbase into a civilian airport. They gave an alternative land elsewhere. Even we have a naval base coming up in Rambilli which is 50 km away from Visakhapatnam. Our government can talk and sort things out. But, it won't. It just proceeds unilaterally," he added.
